Role Summary
Positioned to be the best in class of program execution across Technology at Morgan Stanley, the Strategic Programs Execution (SPE) is a Super Department in Cyber, Data, Risk and Resilience (CDRR). This function facilitates enhanced delivery capability to effectively manage the increasing pipeline of critical technology, regulatory, risk and control-based programs.
We’re looking for a recognized technical leader with deep expertise across Cyber, Data and Resilience domains, capable of influencing strategy and delivery outcomes across a diverse portfolio of programs, engineering teams and senior stakeholders through technical credibility, thought leadership and exceptional stakeholder engagement
The ED level role will be multi-faceted with a broad range of responsibilities including;

Core Accountabilities
Technical Lead
Provide technical leadership and strategic direction across a portfolio of Cyber, Data and Resilience initiatives, ensuring program delivery decisions are informed by deep technical understanding, architectural considerations, and emerging technology trends.
Act as a trusted advisor to program managers, engineering teams and senior stakeholders, translating complex technical concepts into clear business outcomes while bridging the gap between delivery, architecture, risk and operational objectives.
Influence technical and delivery outcomes across matrixed teams without direct reporting authority, building consensus among engineering leaders, architects and business stakeholders to drive alignment, resolve cross-functional challenges, and accelerate execution
AI Strategy Leadership
Define and own the SPE AI and delivery-insights strategy, roadmap and product portfolio, aligned to measurable programme-execution outcomes.
Translate programme-management pain points into prioritised use cases, clear product propositions, prototypes, reusable components and production-ready services.
Define business outcomes, product success measures, acceptance criteria and review points for each use case.
Serve as a senior owner for SPE AI products and delivery insight, bridging program needs, engineering delivery, analytics and stakeholder expectations.
Translate AI, automation, data and reporting concepts into clear business outcomes, investment choices, roadmaps and executive-ready narratives.
Drive adoption through role-based training, communications, playbooks, demonstrations, office hours and targeted engagement.
Build SPE capability so program managers can use approved AI and reporting products confidently, consistently and responsibly.
Own the lifecycle of AI products from discovery and evaluation through release, adoption, monitoring, support, material change and retirement.
Own the SPE delivery-insights and Power BI strategy, ensuring reporting products provide trusted, timely and decision-useful information.
Define KPI, metric, data-quality and visual-design standards for programme execution, dependencies, readiness, delivery performance, risk reduction and executive transparency.
Rationalize duplicative or low-value reports and promote reusable, governed insight products across programs
Program Manager for Encryption Enablement
Responsible for delivering through the management of the programs projects/workstreams on behalf of the Program Director
Planning the program and monitoring its overall progress, resolving issues and initiating corrective actions where required
Scope includes technical domains such as Post Quantum Cryptography
India Leadership
Serve as the local leadership point of contact for the India-based team, fostering a high-performance culture through coaching, mentoring, career development, succession planning and employee engagement initiatives.
Partner with global leadership to shape and execute a location strategy, ensuring the India team is effectively integrated into the broader organization and aligned to strategic priorities, operating models and ways of working.
Identify and drive opportunities to expand the organization's capabilities and footprint in India, including talent acquisition, capability development, workforce planning
Candidate Profile
Essential Leadership Experience
Significant experience leading technology strategy, product management, data and analytics, programme execution or AI-enabled transformation in a complex enterprise.
Substantial background in leading by influence rather than reporting lines and be able to solve complex problems through structured approaches
Strong technical credibility with engineers, analysts, architects, platform teams, data owners and control partners.
Proven accountability for taking digital, data, automation or AI-enabled products from concept through controlled implementation, adoption and measurable benefit.
Executive-level stakeholder management, communication and narrative skills, including the ability to influence across matrix organisations.
Experience leading technical and analytical resources and setting direction without becoming the primary hands-on developer.
Ability to convert ambiguous business problems into prioritised roadmaps, delivery plans, operating models and measurable outcomes.
Essential Domain And Control Experience
Strong technical acumen across Cybersecurity, Data, Resilience, Cloud and Enterprise Technology environments, with the ability to engage credibly with engineers, architects and senior technology leaders on complex technical challenges and solutions.
Exceptional stakeholder management and influencing skills, with a proven ability to drive outcomes across matrixed organizations where success depends on persuasion, credibility and relationship-building rather than direct authority.
Ability to translate between technology and business domains, articulating complex technical concepts, risks and dependencies in a clear and concise manner appropriate for executive, business and regulatory audiences.
Strong communication and executive presence, able to represent the organization with senior leaders, influence key decisions and serve as an ambassador for the function across the local technology community
Strategic mindset with a focus on organizational scaling, capable of identifying opportunities to expand capabilities, improve operating models and increase the function's impact and footprint within the location
Experience leading large-scale technology programs or transformation initiatives, with a strong understanding of architecture, software engineering practices, technology risk, operational resilience and delivery governance
People leadership and talent development, with a proven ability to coach, mentor and develop high-performing teams, fostering employee engagement, retention, succession planning and career progression
Strong understanding of program and portfolio disciplines, including planning, RAID, dependencies, governance reporting, milestones, financial tracking and executive communication.
Familiarity with AI solution patterns such as agents, workflow automation, document generation, summarisation, retrieval, prompt engineering, evaluation and guardrails.
Preferred Experience
Experience within a global financial institution or similarly controlled enterprise technology environment.
Experience overseeing AI products that interact with documents, meeting notes, project plans, status reports, risk logs or governance artefacts.
Experience with Power BI products supporting delivery, dependency, readiness, risk, workforce or executive reporting.
Familiarity with Jira, Confluence, SharePoint, Teams, Excel, Power BI, PPM tools, OpenPages and approved AI-assisted engineering platforms.
Understanding of technology risk, operational resilience, cybersecurity, regulatory remediation or large-scale transformation programmes.
Experience creating reusable standards, frameworks, templates, playbooks and adoption materials.
