Main Purpose
Head Commercial & LAQ (CBM) is responsible for the smooth and coordinated functioning of five reporting functions - Commercial, Land Acquisition, Right of Use (RoU), Liaisoning, and Supply Chain Management - to achieve strategic control over the external environment of the CBM business. This requires an in-depth understanding of LAQ issues, compliance frameworks, legal aspects of the business, and exposure to land and revenue matters.
The role’s key function is to integrate these activities under one head, presenting a unified face to external stakeholders and enabling organizational control and effectiveness. All functions involve intensive engagement with village communities and government authorities.
Key deliverables include securing land for projects, maintaining harmonious stakeholder relationships, and ensuring 100% legal compliance.
Job Accountabilities
Guide and motivate the five reporting functions—Commercial, Land Acquisition, Right of Use (RoU), Liaisoning, and Supply Chain Management—to achieve organizational goals as one cohesive unit.
Ensure strict compliance with the processes laid down for the five verticals.
Define, execute, and control LAQ processes as per the existing Madhya Pradesh Land & Revenue Acts.
Acquire land for well sites and other facilities as required for the CBM business.
Define, execute, and control the processes for RoU for pipeline laying as per the MPROU Act.
Develop the organization to meet legal challenges and achieve a 100% legally compliant CBM business.
Guide and advise the business on all revenue matters and assist in forming legal opinions on issues pertaining to LAQ, taxation, and other civil and criminal matters.
Advise the CBM business under various circumstances with respect to statutory and legal rights and obligations on operational issues.
Maintain harmonious relationships with external stakeholders, including villagers and government authorities, to achieve the strategic objective of the smooth and hindrance-free running of CBM assets.
Build long-term and sustainable relationships with the local community.
Remain focused on strategic objectives while tactically resolving hindrances caused by local persons/villagers within a short timeframe.
Oversee the FC&A and Supply Chain Management functions at Shahdol.
Skills Required:
Strong communication skills in Hindi and English.
Legal knowledge and well-versed in land-related Acts, rules, and regulations.
Proven networking and negotiation skills.
Ability to build and work effectively as part of a team.
Skilled in designing social surveys and prioritizing needs.
Proven administrative skills, strong interpersonal and communication skills, and relationship orientation; well-networked to achieve strategic objectives.
Experience and Qualifications:
20+ years of experience in a senior administrative position in a large organization.
Independent management experience of a key vertical in a large organization.
Postgraduate from a recognized university, preferably with a degree in Law.
Relevant experience in at least two functions among Commercial, LAQ, RoU, Liaisoning, and Supply Chain Management.
Project experience and an attitude towards delivering results.
Exposure to land and revenue matters.
