Position Overview
The Senior Business Analyst / Proposal Writer will possess strong business analysis experience combined with proven expertise in writing and editing proposal content within a complex business environment, particularly for U.S. Federal and State Government projects.
The role will be client-facing and will require direct interaction with customers, business stakeholders, technical teams, proposal teams, and leadership to understand business needs, gather and analyze requirements, clarify processes, and translate requirements into practical technical and business solutions.
The individual will analyze and interpret RFP/RFQ/RFI requirements, participate in client and internal discovery sessions, lead or support requirement-gathering workshops and storyboarding sessions, and contribute to key proposal reviews, final document reviews, content sign-off, and document production. The role will also be responsible for documenting current and future-state business processes, preparing process flow diagrams, functional workflows, requirement documentation, and other visual representations that help both clients and technical teams clearly understand the proposed solution.
Business Analysis Responsibilities
Engage directly with clients and key stakeholders to understand their business objectives, challenges, existing processes, pain points, and expected outcomes.
Conduct requirement-gathering sessions, stakeholder interviews, discovery meetings, and workshops.
Analyze client-provided requirements and identify gaps, dependencies, assumptions, risks, constraints, and areas requiring clarification.
Analyze Federal/State Government RFPs, RFQs, RFIs, Sources Sought notices, and other solicitations and prepare effective, compliant, and compelling proposal content.
Translate business requirements into clear functional requirements, solution requirements, workflows, and proposal responses.
Prepare Business Requirement Documents, functional requirement documentation, requirement matrices, use cases, user stories, acceptance criteria, and supporting documentation as required.
Develop current-state and future-state process flows to clearly illustrate how business operations will work before and after implementation.
Create process flow diagrams, workflow diagrams, swimlane diagrams, functional diagrams, system interaction diagrams, and other business process visualizations.
Work with Solution Architects, Developers, Project Managers, SMEs, and proposal teams to ensure proposed solutions accurately address client requirements.
Facilitate discussions between business and technical stakeholders and translate technical concepts into language that business users and proposal evaluators can easily understand.
Participate in solution discussions, client presentations, requirement-validation sessions, demos, and follow-up meetings.
Prepare meeting notes, action items, requirement clarifications, decision logs, and other supporting project documentation.
Support scope definition and help identify in-scope, out-of-scope, optional, and future-phase requirements.
Assist with effort estimation by helping technical teams understand business requirements, workflows, integrations, user roles, and expected outcomes.
Develop requirement and compliance matrices to ensure all solicitation requirements are addressed.
Consolidate customer hot buttons, business challenges, innovative support approaches, team features and benefits, competitive discriminators, and proposal risks to support informed bid/no-bid and solution decisions.
Provide hands-on proposal support, including scheduling, annotated outlining, storyboarding, section development, and proposal writing.
Translate client requirements, technical solution inputs, past performance, SME discussions, and supporting documentation into clear and credible proposal narratives.
Conduct proposal reviews and recovery activities.
Edit and rewrite content for readability, compliance, consistency, customer focus, win themes, benefits, and selling points.
Perform final compliance and quality checks before proposal submission.
Research clients, missions, operating environments, business challenges, and competitors to support customer-focused messaging.
Collaborate with Capture Managers, Proposal Managers, Business Development, Solution Architects, SMEs, technical teams, and leadership to maintain a consistent proposal message.
Minimum Qualifications
Minimum 4–5+ years of Business Analysis experience, including client-facing requirement gathering and stakeholder management.
Minimum 2 years of experience writing proposals, managing the proposal development lifecycle, and supporting or leading responses to RFPs, RFQs, and RFIs.
Experience preparing business and functional requirements, process flows, workflow diagrams, use cases, user stories, requirement matrices, and related BA documentation.
Strong ability to understand client business processes and translate them into clear functional and technical requirements.
Familiarity with enterprise IT, application development, cloud, infrastructure, operations and maintenance, digital transformation, or related technology solutions.
Ability to manage multiple assignments with minimal direct supervision.
Excellent written and verbal communication skills with Strong visual presentation and business process documentation skills.
Familiarity with collaboration and project-management tools such as Microsoft Teams, SharePoint, Azure DevOps, Jira, or similar platforms is desirable.
Bachelor’s degree, preferably in Business Administration, Information Technology, Computer Science, Engineering, or another technical/analytical discipline.
Formal Business Analysis, Proposal Management, Project Management, Agile, or related certification/training is a plus.
Technical certifications or practical knowledge of enterprise technology solutions will be an additional advantage.
