Job Description
The Program Manager, Government Affairs, Social Impact & ESG supports the development and execution of Thomson Reuters' integrated strategy across public policy engagement, corporate social impact, and ESG governance and reporting. This role works cross-functionally to advance the company's purpose-driven agenda—connecting public policy and ESG priorities and corporate and social investment into a coherent narrative and program of work. The ideal candidate is a versatile generalist who can move fluidly between policy tracking, program management, data/reporting, and stakeholder engagement.
Key Responsibilities
Government Affairs Support
Monitor and summarize legislative, regulatory, and policy developments relevant to Thomson Reuters' business units and customers (legal/government, tax, risk, media).
Support the development and execution of government affairs strategies, including engagement with policymakers, trade associations, and strategic partners.
Help coordinate engagement with policymakers, trade associations, and multilateral bodies (e.g., UN-related forums), supporting briefing materials and issue backgrounders.
Track alignment between public policy positions and the company's social impact/ESG commitments and contribute to communications strategy.
Social Impact
Assist in overseeing the matching gifts program, including the vetting of nonprofit recipients, communication to employees, and reporting on total philanthropic impact.
Support execution of signature programs such as employee volunteering initiatives, pro bono consulting sprints, and community grant-making.
Manage relationships with nonprofit and NGO partners, including tracking deliverables and impact metrics.
Assist in coordinating global campaigns (e.g., Global Volunteer Day) and employee engagement communications.
Contribute to impact measurement frameworks and outcome reporting to assess the effectiveness of social impact investments and partnerships.
ESG
Support the annual Social Impact & ESG Report process, coordinating data collection across business functions (environment, human rights, DEI, governance).
Help maintain alignment with external ESG frameworks and disclosure standards.
Track progress against ESG commitments and prepare materials for governance and leadership reviews.
Support implementation of ESG priorities and commitments through cross-functional collaboration, continuous improvement initiatives, and strategic project support.
Serve as a project manager for cross-business-unit initiatives connecting policy, social impact, and ESG workstreams.
Prepare presentations, talking points, and briefing documents for senior leaders, including for board/committee updates.
Support thought leadership efforts (research, case studies, external communications) that showcase the company's social impact and ESG work.
Required Qualifications
Bachelor's degree required
5-8+ years of relevant experience in government affairs, corporate social responsibility, ESG/sustainability, public policy, or a related field
Strong project management skills with the ability to manage multiple workstreams and stakeholders simultaneously
Excellent written and verbal communication skills; experience preparing executive-level materials
Comfortable working across a matrixed, global organization with colleagues in legal, communications, HR, and business units
Collaborative, detail-oriented, and able to translate complex policy or sustainability topics into clear, actionable content
Experience working across multiple stakeholders with competing priorities and business needs
Preferred Qualifications
Background or expertise in government affairs, public policy, or regulatory affairs
Experience with ESG/sustainability reporting frameworks (e.g., GRI, SASB, TCFD)
Familiarity with corporate governance structures and board-level communications
Experience managing nonprofit partnerships or corporate social responsibility programs
Knowledge of Thomson Reuters' business segments and market position

Thomson Reuters complies with local laws that require upfront disclosure of the expected pay range for a position. The base compensation range varies across locations.

For any eligible US locations, unless otherwise noted, the base compensation range for this role is $74,200 USD - $137,800 USD.

Base pay is positioned within the range based on several factors including an individual’s knowledge, skills and experience with consideration given to internal equity. Base pay is one part of a comprehensive Total Reward program which also includes flexible and supportive benefits and other wellbeing programs.
This role may also be eligible for an Annual Bonus based on a combination of enterprise and individual performance.
