IT Transformation Project Manager

The Opportunity
ThunderYard Solutions is seeking an experienced IT Transformation Project Manager (IT Transformation PM) to support Treasury on mission-critical technology initiatives. This role will lead and coordinate IT transformation efforts focused on modernizing processes, technologies, and capabilities while aligning initiatives with organizational goals and federal requirements.
The IT Transformation PM will collaborate with Treasury stakeholders, technical teams, business leaders, and other project stakeholders to drive transformation initiatives from planning through implementation. This is an excellent opportunity for a seasoned project management professional to help advance technology modernization efforts and contribute to impactful programs supporting Treasury.
Key Responsibilities:
· Practical understanding of data governance, quality, metadata, access, integration, database design and development, and database administration. Able to coordinate specialists and identify data-readiness constraints.
· Ability to integrate security, privacy, identity and access, records, data protection, supply-chain, and authorization needs into project plans and AI delivery gates from the start.
Required Qualifications
· Experience leading complex IT projects or programs, including at least 3 years supporting modernization or transformation. Demonstrated control of scope, schedule, resources, dependencies, risk, decisions, and outcomes.
· Experience converting CIO priorities and mission needs into multi-year roadmaps, investment sequences, measurable objectives, and delivery plans that remain aligned as priorities change.
· Experience maintaining policies, procedures, standards, governance forums, decision records, and evidence needed for accountable oversight.
· Experience advancing generative AI, intelligent automation, or related use cases from intake through pilot and controlled production. Familiarity with embedded copilots, AI risk reviews, human oversight, monitoring, and user adoption.
· Working knowledge of business, data, applications, technology, and security architecture and the ability to connect project decisions to target-state roadmaps, interoperability, reuse, legacy reduction, and technical debt.
· Experience evaluating cloud engineering tools, platforms, APIs, automation, observability, and vendor capabilities using mission value, architecture fit, security, supportability, implementation effort, and total cost.
· Demonstrated success working across executives, program offices, architects, engineers, data teams, security personnel, acquisition staff, and contractors where resources are shared and decision cycles must stay efficient.
· Ability to write concise decision materials, present technical issues in plain language, facilitate agreement, lead adoption activities, and define indicators that show delivery progress, operational use, risk, and benefits.
· Bachelor's degree in information technology, computer science, information systems, engineering, business, project management, or a related field.
· Demonstrated experience leading multiple, interdependent IT initiatives and producing work plans, schedules, risk and issue records, decision materials, executive status reports, and governance artifacts.
· Experience working with both senior leaders and technical specialists across AI, data, architecture, cloud, cybersecurity, applications, and operations.
· Public trust clearance
Preferred Qualifications
· Strong written, verbal, facilitation, and presentation skills, including the ability to explain technical and policy issues to nontechnical audiences.
· PMP certification
Compensation
This role is budgeted at an annual salary of $140,000-$150,000 annually, plus benefits including medical, dental, vision coverage, PTO, and partial 401(k) match
Vetting
Candidates selected will be subject to a background investigation for clearance eligibility by our government client.
