Role: Bank Compliance Analyst — Audit Remediation Program
Summary
Our client, a US-based fintech is undertaking a program of work to address audit observations identified through a recent independent review of its compliance framework (technical and non-technical). The Bank wishes to engage a specialist resource to provide additional capacity and support the design, coordination, implementation and documentation of the required enhancements.
The resource will help the Bank progress the remediation program efficiently and produce clear evidence that enhancements have been appropriately designed, implemented, reviewed and incorporated into the Bank's ongoing control environment.
Work Authorization & Travel Requirement (Mandatory)
• Candidates must currently hold a valid US B-1 Business Visitor Visa, or a combined B-1/B-2 Visa.
• This role will require short-duration travel to the US as part of the engagement.
Tasks and Responsibilities
Training
• Finalize content and rollout to staff in Q4, establish appropriate records of attendance, completion and understanding.
Customer and enterprise risk assessments
• Support enhancements to customer risk assessment methodologies, including industry-risk classifications, inherent risk indicators, weightings, and narrative as to scoring rationales.
• Assist with enhancements to the Bank's BSA/AML and OFAC risk assessment methodologies, such as scoring for controls effectiveness, inherent risk factors (weightings), alignment with bank supervisory expectations, documentation and reporting.
Transaction monitoring governance and effectiveness
• Support the continued development of documentation and governance arrangements for transaction-monitoring models, including rule development, maintenance, review, approval and change control, for both static rules and machine learning based behavioral monitoring of suspicious transactions.
Alert investigation and disposition standards
• Enhance procedures and work instructions governing suspicious transaction alert review, investigation, escalation and whitelisting or other closure.
• Develop clearer guidance for Requests for Information, including appropriate triggers, templates and example questions.
Negative news, PEP and sanctions screening
• Support enhancements to negative-news, PEP and sanctions-alert review and disposition standards, cross-train staff.
• Assist with establishing appropriate requirements for identifying and assessing the underlying watchlist, adverse-media content or sanctions program that generated an alert.
• Support the development of appropriate sanctions screening model, testing and governance documentation.
Regulatory Reporting and Sanctions Escalation
• Support enhancements to SAR preparation, completion, review and quality-assurance processes, cross-train staff.
• Assist with the development of relevant checklists, procedures and targeted staff training.
• Support improvements to the Bank's Section 311 review, documentation and quality-control processes.
• Assist with developing a documented process for investigating, escalating and deciding whether to make an OFAC voluntary self-disclosure.
Policies, Procedures and Document Governance
• Review and update relevant BSA/AML, sanctions and financial crime policies, procedures and work instructions.
• Help correct inaccurate or inconsistent regulatory references, terminology, roles and responsibilities.
• Support the development of a policy-governance framework, document inventory and appropriate review, approval, version-control and recordkeeping standards, using the Bank's GRC system of record as applicable.
Skills
Education & Experience
Education:
• Bachelor's Degree required. AML certification or similar is considered an advantage.
Experience:
Essential:
• 7- 15 years within a financial services compliance or audit department.
• Experience with BSA/AML/KYC/CDD/Sanctions & Client Onboarding/KYC processes.
• Intermediate experience with the use of Microsoft Office products including Word, Excel, PowerPoint.
• Outstanding writing skills, preferably with experience with bank policy and/or procedures that are concise and able to withstand regulatory or audit scrutiny.
• Holds a valid US B-1 Business Visitor Visa (or combined B-1/B-2 Visa) — mandatory.
Desirable:
• Experience within Payments/FinTech space.
• Exposure to industry standard AML, Sanctions, and KYC tools, systems, and models.
• Exposure to or use of industry standard GRC tools (Archer, MetricStream, OpenPages, etc.).
• Project management skills to organize and track a large body of regulatory remediation deliverables.
• Ability to organize and lead team meetings.
• Ability to work effectively with colleagues in Europe via Teams, email, SharePoint.
• CAMS certified.
• Ability to be on site in Stamford, CT, 3 days a week.
• Willingness and ability to travel to the US for short durations as required.
Team and Working Relationships
• Important relationships are in particular within the AML team, Operations, the BSA Officer and Group Service Company in Europe.
