Executive Vice President of Project Management
Position Overview
The Executive Vice President of Project Management is responsible for the company's overall project management system, project portfolio, major strategic projects, and the development of project execution capabilities.
This role ensures that strategic projects are completed in alignment with established timelines, costs, quality standards, and business objectives by establishing an enterprise-level project governance system, optimizing resource allocation, overseeing major project delivery, managing project risks and budgets, and driving cross-departmental collaboration.
Key Responsibilities
1. Enterprise Project Management Strategy
Formulate the company's overall project management strategy and long-term project execution framework.
Ensure the project management system aligns with the company's strategic goals.
Establish unified project management standards, processes, methodologies, and governance mechanisms.
Drive the implementation of project management capabilities across business units and regional organizations.
2. Project Portfolio Management
Oversee the planning and management of the company's overall project portfolio.
Evaluate the initiation, suspension, adjustment, or termination of projects based on strategic priorities.
Monitor the overall progress of multiple large-scale and strategic projects.
Optimize the allocation of resources, budgets, and priorities across projects.
3. Major Project Execution
Oversee the execution of the company's key strategic projects and large, complex initiatives.
Ensure projects are delivered according to plan, budget, quality standards, and business objectives.
Establish management mechanisms for project milestones and key deliverables.
Manage and escalate issues regarding major project delays, budget overruns, and execution challenges.
4. Project Governance System
Establish an enterprise-level project governance framework and decision-making mechanism.
Define processes for project approval, stage-gate reviews, risk escalation, and project closure.
Establish the Project Management Office (PMO) and related governance mechanisms.
Regularly report project portfolio performance to the CEO, Board of Directors, or senior management team.
5. Project Budget and Resource Management
Oversee project budget formulation, cost control, and financial execution.
Coordinate resources—including personnel, funds, technology, and equipment—based on project priorities.
Analyze project return on investment (ROI) and resource utilization efficiency.
Resolve resource conflicts for major projects and develop optimization plans.
6. Project Risk Management
Establish enterprise-level mechanisms for identifying and monitoring project risks.
Oversee risks related to project scope, cost, schedule, technology, and operations.
Develop risk mitigation and contingency plans for major projects.
Conduct regular reviews and management escalations for high-risk projects. 7. Cross-departmental Collaboration
Coordinate across departments such as Product, Engineering, Technology, Finance, Operations, Sales, Marketing, Procurement, and Legal.
Establish cross-functional project teams and collaboration mechanisms.
Resolve organizational and resource issues impacting project delivery.
Ensure project execution aligns with corporate business operations.
8. Project Delivery and Quality Management
Establish project delivery standards and quality control systems.
Oversee key project milestones, deliverables, and acceptance processes.
Drive continuous improvement in projects and enhance delivery efficiency.
Analyze causes of project failures or delays and formulate corrective measures.
9. Project Management Team Leadership
Lead the corporate project management department, PMO, and project management teams.
Build a talent pipeline for project managers and project management leadership.
Define team performance metrics, training programs, and career development paths.
Elevate the organization's overall project management maturity.
10. Project Digitalization and Process Optimization
Drive the implementation of project management tools, data platforms, and project analytics systems.
Establish visualization systems for managing project schedules, costs, resources, and risks.
Promote the standardization and automation of project management processes.
Leverage data analytics to enhance project forecasting and decision-making capabilities.
11. Executive Management and Strategic Communication
Provide project portfolio analysis to the CEO, Board of Directors, and senior management.
Report on project progress, budgets, risks, resources, and critical issues.
Offer project management advice for major investments, business transformations, and strategic projects.
Participate in long-term strategic planning and major business decision-making.
Qualifications
Bachelor’s degree or higher in Project Management, Business Administration, Engineering, Finance, Information Technology, or a related field.
Experience in project management, portfolio management, or project management leadership within large enterprises.
Experience managing complex, multi-departmental, or cross-regional projects.
Familiarity with project governance, budget management, risk management, and resource allocation.
Strong strategic planning and project execution capabilities.
Excellent leadership, communication, and cross-departmental coordination skills.
Ability to manage multiple strategic and high-priority projects simultaneously.
PMP, PgMP, PRINCE2, or related professional certifications are a plus.
MBA or related advanced management degree is a plus.
