I. Position Overview
The Project Operations Director is responsible for the day-to-day operational management, execution coordination, and performance monitoring of the company's key projects, ensuring they progress smoothly in accordance with established timelines, budgets, scope, and quality requirements.
This role involves coordinating project managers, business units, and functional teams; establishing project operational processes and management mechanisms; tracking progress, resources, budgets, risks, and key deliverables; and providing accurate operational reports to senior management.
Additionally, the position focuses on continuously optimizing project management processes and operational efficiency, while driving the standardization and digitalization of project management and fostering cross-departmental collaboration.
II. Key Responsibilities
1. Project Operations Management
Oversee daily operations and execution management for key company projects.
Develop operational plans, schedules, and key milestones based on project objectives.
Monitor the entire project lifecycle from initiation and execution to delivery.
Ensure project execution aligns with the company's project management standards.
Promptly identify deviations during execution and drive their resolution.
2. Project Schedule and Delivery Management
Supervise project plans, schedules, and key milestones.
Track task completion and project deliverables.
Establish mechanisms for schedule monitoring and early warning.
Coordinate with project managers to resolve issues such as delays and scope changes.
Ensure projects are delivered according to plan.
3. Cross-Departmental Coordination
Coordinate across product, technology, finance, sales, procurement, operations, and other relevant teams.
Establish mechanisms for project communication and information sharing.
Clarify departmental responsibilities and delivery requirements.
Coordinate the resolution of resource and process issues arising during execution.
Drive cross-departmental teams to maintain a consistent execution pace.
4. Resource and Budget Management
Track the utilization of personnel, funds, equipment, and other resources.
Assist in formulating resource allocation plans.
Monitor project budgets versus actual costs.
Promptly identify issues regarding resource shortages or cost overruns.
Assist management in optimizing resource allocation.
5. Project Risk and Issue Management
Establish mechanisms for tracking project risks and issues.
Identify risks related to operations, costs, resources, supply chains, and delivery.
Maintain risk registers and issue logs.
Drive relevant teams to develop risk mitigation strategies and solutions for issues.
Report major risks and project deviations to senior management in a timely manner.
6. Project Performance and Data Analysis
Establish operational KPIs and performance tracking mechanisms.
Analyze project progress, costs, resource utilization, and delivery quality. Create project dashboards, weekly reports, and monthly management reports.
Provide data support to project managers and senior management.
Identify opportunities to improve operational efficiency based on project data.
7. Project Processes and Standardization
Establish and maintain project operational standards, templates, and workflows.
Optimize processes for project initiation, approval, execution, reporting, and closure.
Drive the adoption of project management tools and digital systems.
Consolidate project experiences into replicable best practices.
Enhance project operational transparency and execution efficiency.
8. Project Meetings and Management Support
Organize regular project meetings, operational reviews, and project debriefs.
Prepare reports on project progress, risks, and performance.
Report on key projects to the VP, COO, and other senior executives.
Track management decisions and drive their implementation.
Ensure critical project issues are escalated and addressed in a timely manner.
9. Team Management
Manage project operations staff and related project support teams.
Define team goals and performance metrics.
Mentor project operations staff to enhance their project management capabilities.
Participate in the recruitment and development of project managers and project operations talent.
Foster a results-oriented and collaborative team culture.
III. Qualifications
Bachelor’s degree or higher in Project Management, Business Management, Operations Management, Engineering Management, Information Technology, or a related field.
Over 20 years of experience in project management, project operations, PMO, or business operations.
Over 8 years of experience in team management or project leadership.
Experience managing cross-functional projects or multiple concurrent projects.
Familiarity with the project lifecycle, project planning, budgeting, resource management, and risk management.
Strong skills in data analysis, problem-solving, and organizational coordination.
Proficiency in project management software and enterprise collaboration tools.
Excellent written and verbal communication skills.
