PRIMARY DUTIES & RESPONSIBILITIES
Salary to be commensurate with experience
The hiring range for this position is $29.58 - $36.97​ per hour.
This is classified as VHBE (Variable Hour Benefit Eligible), where the selected candidate can work up to 40 hours per week. The selected candidate will be eligible to elect Medical, Dental, and Vision benefits, accrue paid time off, and receive 11 paid holidays.

Overview of Department / Position:
Aurora Water is responsible for the operation and maintenance of the drinking water, sanitary sewer and storm drainage systems, treatment of drinking water and non-potable reclaimed wastewater for irrigation, billing and collection, public outreach and water conservation, acquisition and development of future water rights, major capital projects programs, and quality control for regulatory compliance and public health.
As part of the Environmental Services Division, the Environmental Inspections Team conducts erosion control inspections of both public and private construction sites. The team also inspects and investigates sources of pollution associated with illicit discharges to protect both the public health and environment in accordance with State and Federal regulations. Inspectors also examine plans, applications, permits, city ordinances, regulations and records to ensure compliance.
Primary Duties & Responsibilities:
Performs routine stormwater construction inspections to ensure construction sites maintain compliance with applicable rules and regulations
Performs inspections, routine and as needed due to enforcement, of permanent stormwater quality features and temporary active construction features to ensure proper maintenance is being performed and to ensure they are functioning as designed
Ensure compliance and offers compliance guidance with MS4 for stormwater discharge permits
Reviews engineering plans and Storm Water Management Plans (SWMPS) for conformance with applicable rules and regulations
Provides informational outreach materials to Aurora residents, permittees, and other divisions and departments
Investigates complaints regarding wastewater, pretreatment, stormwater, hazardous material/waste activities
Incident response, coordination of cleanup, root cause analysis, and appropriate follow-up
Responds to complaints regarding illicit discharges, odors, hazardous materials in the public and private sector
Prepares inspection and incident response reports including compliance paperwork as well as issuing notice of violation reports, stop-work orders, and immediate cleanup orders for both incident response and the MS4
Utilizes proper safety precautions related to work performed
Coordinates with Environmental Inspection Supervisor and/or senior staff regarding enforcement actions
Maintains internal database and records of active permits
Grease trap and sand trap inspection
Creek and channel inspection to assist stormwater with routine maintenance initiatives and flood prevention
Performs other related duties as assigned

MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education:
Associate’s degree in construction management, environmental studies or biological sciences or closely related field.
Experience:
1 year of technical experience in inspection, construction, environmental or stormwater management
Licenses and Certifications Required:
Possession of a valid Colorado driver’s license
Complete the NIMS 100/700 training within the first 6 months
Acquire a HAZWOPER 40-hour certification within the first year
Knowledge:
Knowledge of or the ability to:
Interpret city standards, code, and regulations
Understand construction principles and best management practices
Interpret pretreatment, stormwater management, hazardous materials/waste standards
Understand methods and techniques of conducting site investigations and inspections
Practice of safe working practices and basic safety procedures
Understand principles and practices related to construction site activities
Understand how MS4s operate
Skills:
Skilled in the use of windows-based programs
Ability to read and interpret engineering plans and Storm Water Management Plans
Ability to read and understand city, state, and federal rules and regulations
Apply technical knowledge, follow proper inspections technique and policy to examine active construction sites, illicit discharges, and post stormwater control measures
Abilities:
Establish and maintain effective working relationships with employees, supervisors, regulated entities and citizens
Ability to deal with a variety of interpersonal styles and personalities in an appropriate and diplomatic manner

WORKING CONDITIONS
Essential Personnel:
When a local announcement of emergency or disaster is declared by the city, all City of Aurora employees may be required to work as essential personnel.
Physical Demands:
Occasional medium physical work which requires the ability to lift a maximum of 50 pounds assisted or unassisted
Occasional lifting and carrying of objects weighing up to 25 pounds
Frequent walking and standing, bending; a full range of body movements including pushing and pulling; hills and uneven terrain
Clear vision with or without correction enough to conduct and complete inspections and operate a city vehicle
Coordination in order to operate a motor vehicle
Frequent hearing and speech communication with employees, contractors and citizens; and
Hear in the normal audio range with or without correction.
Work Environment:
Includes both field and office work, with the potential of exposure to all weather conditions with exposure to dust, heavy equipment and the potential of hazardous materials.
