KEY RESPONSIBILITIES
Strategic Planning & Alignment
Lead the strategic alignment, integration, and technical review of the Integrated Programming Framework (IPF) and develop annual business and operational plans aligned with the National Country Strategy, partnership initiatives, and global standards.
Serve as a member of the Operations Leadership Team, providing data, technical insights, and risk assessments to support timely, evidence-based decision-making.
Establish tracking systems to monitor program technical quality and work closely with Operations Managers, Project Managers, and Technical Advisors to streamline processes and address operational bottlenecks.
Direct the end-to-end program lifecycle, from program design and budget assessment through impact measurement and sustainability transitions, ensuring alignment with organizational frameworks and dashboards.
Programming & Integration
Champion World Vision’s child-focused ministry and transformational development principles across integrated programming and stakeholder engagements.
Ensure rigorous quality and accountability standards across programs and projects to maintain technical soundness and effectiveness.
Manage team budget utilization to promote fiscal efficiency, compliance with Partnership standards, and maximum programmatic impact.
Support systematic reviews and analysis of the Integrated Programming Framework (IPF) and Results Framework (RF), translating performance data into corrective actions and strategic decisions.
Build and maintain strong working relationships with global, regional, and Support Office counterparts to ensure partnership priorities are integrated into local programming.
Drive cross-functional coordination and resolve operational bottlenecks between Technical Advisors and field implementation teams.
Resource Acquisition
Manage the Programme Integration team to ensure timely, high-quality technical inputs for project ideation, pipeline planning, and proposal development.
Partner with the Resource Development team to identify and secure financial resources and grant funding to scale integrated programming models.
Stakeholder Engagement & Management
Collaborate with the Operations Director and Programme Integration team to build and strengthen strategic relationships across the World Vision partnership ecosystem, including Support Offices, the South Asia & Pacific Office (SAPO), Global Teams, and relevant external platforms and agencies.
Establish frameworks for mapping, prioritizing, and documenting stakeholder engagements while ensuring effective delegation and information flow between field and technical teams.
Develop strategic partnerships with INGOs, government organizations, donors, multilateral agencies, LGUs, and church networks to support resource mobilization, policy alignment, advocacy, and faith-and-development initiatives.
Team Leadership & Performance
Provide management oversight and partner for performance with the team of Technical Advisors through clear performance agreements, regular accountability reviews, coaching, and professional development.
Conduct capacity needs assessments and implement targeted competency development, coaching, and mentorship programs.

Promote continuous learning and psychological safety across Technical Advisory and Operations teams through data-driven reflection, open dialogue, and knowledge sharing.
Provide support for humanitarian technical requirements and external engagements.
QUALIFICATIONS AND COMPENTENCIES
10+ years of experience in program management across areas such as education, economic development, health and nutrition, climate change and disaster risk reduction (DRR), grants, and advocacy.
Strong knowledge of Transformational Development, Programme Integration, and relevant partnership standards and policies.
Demonstrated experience developing and managing partnerships with civil society organizations, government agencies, LGUs, NGOs/INGOs, donors, and other stakeholders.
Proven ability to lead program and project integration across multiple technical areas and teams.
Strong experience in strategic program analysis, reporting, briefing notes, and program/project management.
Demonstrated leadership and people management capabilities, including performance management, coaching, and team development.
Excellent facilitation, stakeholder management, communication, and technical writing skills.
Strong strategic thinking, innovation, problem-solving, and multitasking abilities.
Highly self-reliant, collaborative, and results-oriented.
Demonstrates grace, composure, and sound judgment when working under pressure and managing multiple priorities and deliverables.
