Finance Manager

Role Description The Director at PNUD TCHAD-BOL is a full-time, on-site leadership role based in Abidjan. The Director oversees strategic planning, program design, and implementation to ensure alignment with organizational objectives and development priorities. Day-to-day responsibilities include managing multidisciplinary teams, supervising project portfolios, monitoring budgets and resource allocation, and ensuring compliance with internal policies and donor requirements. The Director represents the organization with government counterparts, partners, and stakeholders, prepares high-quality reports and presentations, and supports advocacy and communication efforts. The role also involves setting performance targets, mentoring staff, promoting a culture of inclusion and accountability, and continuously assessing risks and opportunities to improve impact and operational efficiency.
Qualifications
Proven leadership and management skills, including team supervision, strategic decision-making, and stakeholder engagement.
Strong project and program management abilities, including planning, coordination, monitoring, evaluation, and reporting.
Excellent written and verbal communication skills in English and French; ability to prepare clear reports, proposals, and policy briefs.
Financial management and budgeting experience, including oversight of complex funding arrangements and donor compliance.
Experience in international development, public policy, or related fields; familiarity with UN system operations is an asset.
Ability to build partnerships with government institutions, civil society, private sector, and international organizations.
Demonstrated capacity to work in multicultural environments, promote gender equality, and uphold non-discriminatory practices.
Strong analytical, problem-solving, and risk management skills, with the ability to make sound decisions under pressure.
Advanced university degree in development studies, public administration, international relations, economics, or a related discipline.
Significant experience in a senior leadership role, preferably in development, humanitarian, or public-sector organizations.
