About the Role
The Procurement Manager will own procurement and strategic sourcing across Atlas Cloud, with an initial focus on technology, infrastructure, and operational purchasing.
This is a hands-on builder role. You will establish procurement processes, negotiate commercial agreements, evaluate suppliers, and help the company make informed purchasing decisions without slowing down execution. You will work closely with Finance, Engineering, Infrastructure, and business leadership to balance cost, performance, risk, and delivery requirements.
The right person is commercially sharp, highly organized, comfortable navigating technical requirements, and able to operate effectively in an evolving environment.
Key Responsibilities
Strategic Sourcing and Procurement
Lead sourcing and purchasing for technology, infrastructure, equipment, software, professional services, and other business-critical needs
Support procurement involving access agreements with AI model providers for both open-weight and closed-weight foundation models, assessing model capabilities, licensing terms, and pricing structures to secure optimal inference access arrangements. Maintain working knowledge of underlying hardware infrastructure (GPUs, TPUs, accelerators) to evaluate total cost of ownership and performance benchmarks across deployment environments
Develop sourcing strategies based on cost, capacity, technical requirements, delivery timelines, supplier availability, and business risk
Identify, evaluate, and onboard suppliers that can support Atlas Cloud’s technical and operational requirements
Lead competitive bidding, requests for proposals, pricing comparisons, and supplier-selection processes
Partner with technical stakeholders to translate business and engineering requirements into clear procurement specifications
Commercial Negotiations
Negotiate pricing, payment terms, service levels, warranties, renewal provisions, volume commitments, and other commercial terms
Partner with Legal and Finance to review contracts and ensure agreements appropriately address commercial, operational, security, and compliance risks
Identify opportunities for cost savings, improved terms, supplier consolidation, and stronger purchasing leverage
Maintain visibility into contractual commitments, renewals, minimum-spend requirements, and termination deadlines
Supplier and Risk Management
Build and maintain strong relationships with key suppliers, manufacturers, distributors, service providers, and strategic partners
Monitor supplier performance against pricing, quality, delivery, service-level, and reliability expectations
Identify supply-chain risks and develop contingency plans for critical equipment, capacity, and services
Conduct appropriate supplier diligence in partnership with Legal, Finance, Security, and Compliance
Address supplier performance issues and lead escalations when commitments are not met
Procurement Operations
Build scalable procurement policies, approval workflows, purchasing controls, and documentation standards
Establish a centralized system for purchase requests, contracts, supplier records, renewals, and approvals
Ensure purchases are properly authorized, documented, and aligned with budgets.
Partner with Finance on purchase orders, invoicing, payment schedules, accruals, and procurement forecasting
Develop procurement reporting that tracks spending, savings, supplier performance, contract exposure, and upcoming renewals
Help implement and improve procurement technology, tools, and systems as the company grows
Qualifications
5–8 years of experience in procurement, strategic sourcing, supply-chain management, vendor management, or a related function
Experience supporting a technology, cloud infrastructure, data center, hardware, telecommunications, or high-growth company
Demonstrated success negotiating complex commercial agreements and improving supplier terms.
Strong understanding of procurement processes, contract lifecycles, competitive bidding, and supplier management
Ability to evaluate purchasing decisions across cost, quality, capacity, delivery, technical performance, and risk
Strong analytical skills with experience developing cost comparisons, spend analyses, forecasts, and recommendations
Ability to understand technical requirements and communicate effectively with engineering and infrastructure teams
Strong project-management skills and the ability to manage multiple priorities in a fast-paced environment
Excellent written and verbal communication skills
High attention to detail, sound judgment, and a strong sense of ownership
Preferred Qualifications
Established network of relationships across a diverse range of AI model providers and hardware vendors — including frontier labs, open-weight model publishers, inference API platforms, and GPU/accelerator manufacturers
Experience procuring GPUs, servers, networking equipment, storage, colocation services, data center capacity, or cloud infrastructure
Familiarity with AI infrastructure, high-performance computing, or GPU-based workloads
Experience building or improving a procurement function within a scaling organization
Experience negotiating high-value, multi-year, or capacity-based agreements
Familiarity with procurement platforms, contract-management systems, ERP tools, and purchase-order workflows
Bachelor’s degree in supply-chain management, finance, business, engineering, or a related field
Ability to understand or speak Mandarin (preferred, not required)
