Sr. Subcontract Claims Analyst (Contract)

Summary
Supports a subcontractor on a highly complex military/defense program by analyzing and defending against Prime Contractor cost recovery claims, backcharges, offsets, and other financial demands and developing fact-based, defensible commercial positions based on contract requirements, program events, technical issues, schedules, performance data, and financial records.
Partners closely with Finance, Contracts, Program Management, Engineering, Operations, Quality, Supply Chain, Scheduling, and Legal to assess responsibility and causation, validate claimed costs, identify unsupported or non-recoverable amounts, and support claims, negotiations, and settlement strategies.
Essential Duties and Responsibilities
Lead financial, contractual, and program analysis related to Prime Contractor cost recovery claims, backcharges, offsets, and other financial demands.
Evaluate claimed costs for contractual recoverability, attribution, documentation, reasonableness, allocability, causation, and incremental impact.
Reconstruct program, cost, schedule, and performance history to establish events, timing, causation, responsibility, and financial impact.
Review subcontract terms, modifications, specifications, correspondence, changes, flow-down requirements, and provisions related to delays, quality, warranties, indemnification, limitations of liability, and other remedies.
Develop independent cost models and analyses to validate, challenge, or rebut Prime Contractor quantum calculations and identify unsupported, duplicative, excessive, or otherwise non-recoverable costs.
Trace disputed costs to underlying financial, operational, technical, quality, scheduling, and supplier records and identify documentation gaps.
Assess potential impacts of Prime Contractor, customer/government, design, requirements, schedule, supplier, concurrent, and other program-level events on subcontractor performance and costs.
Identify potential subcontractor entitlement and opportunities for offsets, counterclaims, or recovery from the Prime Contractor.
Support the development of REAs, claims, counterclaims, defenses, rebuttals, responses, settlement positions, and supporting analyses.
Prepare entitlement and quantum analyses, recovery-defense schedules, evidence matrices, and other documentation supporting the subcontractor’s position.
Support Contracts and Legal in responses to Prime Contractor notices, demands, claims, and recovery assertions and provide analytical support during negotiations and settlement discussions.
Develop financial exposure analyses and alternative settlement scenarios to support business and executive decision-making.
Prepare executive-level briefings summarizing financial exposure, key findings, risks, assumptions, recovery strategy, and recommended actions.
Maintain strict confidentiality of proprietary, contractual, financial, technical, and program information.
Maintains regular attendance including being at work, being on time to work and working full shifts.

Summary of Education, Experience & Certification
Bachelor’s degree in Finance, Accounting, Business, Economics, Engineering, or related discipline, a minimum of 8 years of relevant experience in defense/aerospace program finance, contracts, cost analysis, claims, program controls, supplier management, or equivalent combination of education and experience.
Employees working on programs subject to International Traffic in Arms Regulations must qualify as a US Person which is defined as a US Citizen, a Permanent Resident who does not work for a foreign company/foreign government/foreign governmental agency or organization, or a political asylee for legal compliance purposes.
Required Knowledge, Skills & Abilities
Demonstrated experience analyzing complex subcontractor/Prime Contractor commercial disputes, cost recovery issues, claims, REAs, backcharges, offsets, or equitable adjustments.
Experience supporting contract negotiations, government/defense contract claims, audits, disputes, mediation, arbitration, or litigation.
Experience working on complex military, defense, or aerospace programs; subcontractor-to-Prime or government contracting experience strongly preferred.
Familiarity with FAR/DFARS, FAR Part 31, CAS, and DCAA/DCMA requirements preferred
