Environmental Manager (DBS)

To provide project-specific environmental management, compliance assurance and specialist environmental advice for the Dogger Bank South project across development, construction, commissioning, operations readiness and decommissioning interfaces. The role supports the delivery of DBS environmental obligations by working with the project team, package managers, contractors, consents team and site representatives to ensure compliance with applicable legislation, Development Consent Orders, Deemed Marine Licences, consent commitments, project Environmental Management Plans, contractor Environmental Management Plans, CEMO, CEMP, PEMMP and ISO 14001 requirements.
The role provides Masdar-side environmental assurance by monitoring contractor implementation, supporting project risk management, reviewing environmental performance, managing incidents and non-conformances, and promoting continual improvement across project delivery activities.
Responsibilities
Contribution to delivery of Environmental Strategy of GOFSW SPV projects
Ensure successful and compliant delivery of environmental assurance to verify that DBS project activities are delivered in accordance with applicable legal, regulatory, consent, permit, DCO/DML, ISO 14001 and project-specific environmental requirements..
Support the delivery of Masdar’s environmental strategy through project-level implementation on DBS, ensuring environmental requirements are embedded into project planning, contractor mobilisation, package execution, site activities and performance monitoring.
Management of GOFSW Environmental Scope
Deliver project-specific Environmental Management Plans, facilitating alignment with regulatory provisions, ensuring clear roles, responsibilities, and compliance across offshore activities.
Review contractor environmental documentation, including EMPs, environmental management procedures, aspects and impacts registers, legal registers, inductions, RAMS, chemical risk assessments, waste management plans, emergency response procedures, monitoring plans, audit schedules and package-specific environmental controls.
Support project and package teams in applying relevant DBS requirements, including CEMO, CoCP, CEMP, PEMMP, DCO/DML commitments and associated consent documentation.
Engage with contractors, package managers, consents team and site teams to ensure environmental requirements are understood, implemented and monitored during project delivery.
Coordinate environmental monitoring, environmental performance reporting and environmental compliance activities across project delivery teams and contractors.
Risk Management
Conduct and support environmental audits, inspections and assurance reviews to verify contractor compliance with legal, consent, permit and project environmental requirements.
Provide specialist environmental advice to offshore project construction teams on risk management and planning.
Identify emerging environmental legislation, consent obligations and environmental risks which may affect project delivery and provide mitigation recommendations.
Identify, assess and monitor environmental risks across DBS project activities, including construction, logistics, marine, onshore, offshore and contractor-controlled works.
Maintain and support project environmental risk registers, ensuring risks, controls, actions and mitigations are reviewed with package teams, contractors and relevant stakeholders.
Oversight of Project SPV Environmental Scope
Support the delivery of project-specific Environmental Management Plans for offshore construction activities, aligned with MASDAR requirements.
Monitor and report environmental performance metrics, including incident rates, observations, and compliance, while identifying trends and opportunities for continuous improvement.
Promote a proactive environmental culture among offshore crews and contractors through targeted training and initiatives.
Support DBS project teams and contractors in delivering environmental objectives and ensure environmental issues are addressed promptly and lessons learned are captured across project activities.
Incident Investigations and Root Cause Analysis
Lead and support investigations relating to environmental incidents, non-conformances, permit breaches, environmental near misses and other unplanned environmental events
Facilitate root cause analysis and development of corrective and preventive actions whilst monitoring implementation and effectiveness. Support regulatory engagement and reporting requirements arising from environmental incidents.
Stakeholder management
Act as a project environmental interface between Masdar, DBS project team, consents team, package managers, contractors, consultants, regulatory bodies, marine authorities and other relevant stakeholders.
Support timely communication, reporting and resolution of environmental compliance matters, including consent commitments, permit conditions, audit findings, incident follow-up and contractor performance issues.
Preferred Qualifications:
Bachelor’s or Master’s degree in Environmental Science, Environmental Management, Environmental Engineering, or a closely related discipline.

GWO Certifications: Working at Heights, Sea Survival, Fire Awareness, First Aid, Manual Handling
OGUK Offshore Medical Certificate – Valid and up to date.
CDM 2015 Awareness/Training – Understanding of roles and responsibilities under UK Construction (Design and Management) Regulations.
Preferred Experience:
Experience managing environmental compliance associated with Development Consent Orders (DCOs), Deemed Marine Licences (DMLs), marine permits and major infrastructure consent regimes.
Demonstrable knowledge of ISO 14001 Environmental Management Systems its application in large infrastructure or offshore projects.
Minimum 5 years’ experience in environmental management, with at least 2–3 years in offshore wind, marine infrastructure, or major infrastructure projects. [taylorhopkinson.com]
Experience in environmental compliance, permitting, and regulatory engagement for offshore wind or similar sectors.
Experience reviewing contractor environmental documentation, including EMPs, CEMPs, RAMS, aspects and impacts registers, legal registers, environmental monitoring plans, waste management plans and emergency response procedures.
Experience supporting project development, construction, and operational phases, including contractor and supply chain environmental assurance.
Job-Specific Skills:
Strong knowledge of UK environmental legislation, environmental permitting, consent compliance, DCO/DML obligations, ISO 14001 Environmental Management Systems and project environmental assurance.
Ability to review and challenge complex contractor and project documentation in a practical, risk-based and delivery-focused manner.
Excellent communication and stakeholder engagement skills, flexible and able to work in multi-cultural and multi-discipline environment.
Skilled in using digital tools for reporting, remote engagement (e.g., MS Teams), and data analysis.
Strong problem-solving and decision-making skills to apply in high-pressure offshore environment.
