Generic responsibilities
Ensure compliance with NRC policies, guidelines and standards
Ensure compliance with CC strategy, tools, handbooks, guidelines and standards
Education specific technical responsibility for implementation of technical activities of Education project(s)
Education specific technical responsibility for tracking of financial expenditures for technical activities of Education project(s)
Education specific technical responsibility for the quality control and monitoring of project activities
Education specific technical responsibility for project documentation of technical activities of Education project(s)
Provide specific technical support and capacity building towards project staff
Provide specific technical analysis and feedback to NRC representatives in coordination forums
Assess, promote and document ideas for technical improvement and further program development options
Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
Promote the rights of refugees in line with the advocacy strategy
Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
Specific responsibilities
Lead the implementation, monitoring and reporting of education activities in accordance with the organization and donor requirements.
Provide technical guidance on Life Skills, Digital Skills, and i-UPSHIFT implementation and guide development, adaptation, and dissemination of training packages, implementation guidelines, monitoring tools, and quality assurance frameworks.
Ensure consistency of project implementation and quality across primary, secondary, and TVET interventions.
Coordinate beneficiary identification, enrolment, retention, certification and transition pathways for youth participating in TVET programmes.
Coordinate life skills activities in primary, secondary schools and TVET institutions
Supervise and support vocational training centres, instructors and apprenticeship partners to ensure quality training delivery.
Conduct regular supervision and quality assurance visits to Vocational Skills Training Centres to ensure compliance with agreed training standards and curricula
Monitor learner attendance, retention, completion rates and certification processes, and implement measures to address drop-out risks.
Coordinate the distribution and accountability of vocational training materials, toolkits, equipment and learning resources.
Facilitate capacity building, mentorship and performance improvement for trainers, instructors and community-based structures.
Promote inclusion, safeguarding, gender equality, disability inclusion and protection principles across all TVET interventions.
Represent NRC in relevant coordination forums and contribute to programme development, innovation and continuous improvement of education and life skills activities.
Any other task as assigned by the supervisor
Competencies
University degree (preferably Education or similar)
4 years’ experience working within technical expertise area in a humanitarian/ recovery context
Previous experience from working in complex and volatile contexts
Education Core competency expertise
Documented results related to the position’s responsibilities
Context/specific skills, knowledge and experience:
Knowledge of Uganda's TVET policy framework and UVTAB certification processes and Skills Development Facility approaches.
Experience in labour market assessments, employer engagement and private sector partnerships.
Strong facilitation, mentoring and capacity-building skills.
Experience managing apprenticeship, internship and job placement initiatives.
Knowledge of entrepreneurship, financial literacy and youth employability programming.
Fluency in English, both written and verbal .
What we offer
Duty station: Oruchinga, Isingiro (All Southwest locations)
Contract: national contract, 12 months (extension possible, dependent on funding)
Travel: Frequent travel to the project sites
Salary/benefits: grade 5 on NRC’s national salary scale.
