GOAL Sudan Country Programme
GOAL has been responding to humanitarian and development needs in Sudan since 1985. Operating in North Darfur, South Kordofan and White Nile State, our team support conflict-affected populations through integrated programmes in nutrition, health, WASH, food security and livelihoods - with women’s empowerment and protection mainstreamed throughout. Delivered by a team of 200 + people, we are committed to meeting humanitarian needs whilst also investing in longer-term community development.
Job Purpose
The Safety & Access Manager is responsible for leading GOAL Sudan’s safety, security, and humanitarian access functions. The role supports the safe delivery of programmes by providing guidance on risk management, security systems, and operational access. Working closely with senior management, programme teams, and external stakeholders, the postholder will help ensure staff can operate safely and effectively in complex environments.
Key Responsibilities
Lead the development and implementation of safety, security, and access strategies and procedures.
Advise management on security risks, access challenges, and mitigation measures.
Conduct security risk assessments, audits, and field visits.
Monitor the operating environment and provide regular security updates and analysis.
Oversee security incident reporting and response processes.
Build and maintain relationships with local authorities, communities, partners, and other stakeholders.
Deliver safety, security, and access training to staff and partners.
Ensure compliance with organisational safety and security policies and standards.
Maintain security information systems, records, and reporting tools.
Lead and develop the Safety & Access team, including mentoring and capacity building of national staff.
Support emergency preparedness, contingency planning, and programme risk assessments.
Experience & Qualifications
Minimum 5 years’ experience in safety and security roles within the humanitarian sector.
Security Management Level 4 Certification.
Experience leading or managing a country-level safety and security function.
Experience developing and implementing Security Risk Management Plans.
Experience working in high-risk and conflict-affected environments.
Experience delivering training and presentations.
Working knowledge of SharePoint, Power BI, Microsoft Teams, and Microsoft Office.
Strong communication, analytical, and report-writing skills.
