Position Summary
The Procurement Officer will support, administer, document, and monitor procurement and compliance activities assigned to the Program Management Firm under the Scope of Services for the Permanent Works Program (FEMA). The role will help ensure that procurement actions and records are complete, properly documented, and consistent with applicable Puerto Rico Public Housing Administration (PRPHA) requirements and federal, state, and local procurement requirements.
Responsibilities
Support the preparation and completeness review of procurement-related documentation included in Bid Packages.
Verify that procurement documentation prepared under the Program Management Firm’s responsibility is consistent with applicable PRPHA requirements and federal, state, and local procurement requirements.
Administer and document the procurement process assigned to the Program Management Firm for the selection and contracting of qualified lead and asbestos service providers.
Maintain complete procurement files and supporting documentation for procurement activities under the Program Management Firm’s responsibility.
Support and document procurement requirements related to competition, procurement methods, independent cost estimates, cost or price analysis, conflicts of interest, contractor responsibility, suspension and debarment, and other applicable requirements.
Requirements
Bachelor’s degree from an accredited university in Business Administration, Public Administration, Accounting, Finance, Engineering, or a related field.
Minimum of five (5) years of experience in procurement, contracts, compliance, grants management, or similar services.
Demonstrated ability to support, administer, document, and monitor procurement and compliance activities.
Knowledge of procurement documentation, competition requirements, procurement methods, independent cost estimates, cost or price analysis, conflicts of interest, contractor responsibility, and suspension and debarment requirements.
Ability to maintain complete, organized, and compliant procurement files and supporting records.
Preferred Qualifications
Experience with federal procurement requirements and 2 CFR Part 200.
Experience supporting FEMA, HUD, or other federally funded programs.
Experience supporting procurement activities involving lead and asbestos service providers.
Familiarity with PRPHA requirements and federal, state, and local procurement requirements.
Education and Experience
A bachelor’s degree from an accredited university in Business Administration, Public Administration, Accounting, Finance, Engineering, or a related field is required, along with a minimum of five (5) years of experience in procurement, contracts, compliance, grants management, or similar services. Experience with federal procurement requirements, 2 CFR Part 200, FEMA, HUD, or federally funded programs is preferred.
Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
