ASSISTANT DEPUTY COMMISSIONER, POLICE OPERATIONS

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
HRA’s Office of Police Operations (OPO) manages approximately 81 uniformed Peace Officers and more than 500 contracted security guards assigned to HRA’s facilities citywide. OPO’s primary responsibility is to protect the safety of HRA’s employees and clients, as well as their property and the agency’s physical assets. OPO also provides security for special events, construction, work conducted outside of normal business hours, and emergencies.
HRA Office of Police Operations is recruiting for one (1) Director of Security, M-III to function as the Assistant Deputy Commissioner for Police Operations who will:
- Provide leadership and oversight of HRA’s citywide security operations, including the management of approximately 80 Peace Officers stationed at HRA locations throughout the five (5) boroughs. Ensure the effective deployment and supervision of Peace Officers to support the safety and security of HRA staff and customers.
- Oversee and manage the city-wide security contracts covering approximately 500 contracted security guards which include security supervisors, Fire Safety Directors and Fire Guards. Monitor contractor performance, service levels, contract compliance, and ensure timely corrective actions when performance or compliance issues are identified.
- Direct and oversee OPO’s 24-hyour emergency desk. Ensure that calls are properly screened, appropriate referrals are made, and security and facility emergencies are addressed in a timely and effective manner.
- Develop, implement, and ensure compliance with security-related procedures to guarantee a safe and secure environment for Human Resources Administration’s (HRA) customers and staff.
- Oversee the assessment of security needs and in conjunction with supervisory staff, conduct on-site inspections of staff, locations and equipment.
- Manage security plans and activities to address large-scale emergencies; serve as an advisor to HRA Senior Staff and management concerning security issues.
- Serve as a liaison with the New York City Police Department, Department of Investigation, Inspector
General, and other law enforcement agencies, as well as HRA’s Office of Labor Relations and Employee Discipline Unit concerning internal investigations.
- Develop and execute agency-wide security strategy, policies, and operating standards based on assessment of threats, incident trends, facility conditions and operational needs.

1. A baccalaureate degree from an accredited college or university and four years of full-time, satisfactory experience in the creation, maintenance and enhancement of a comprehensive physical security program of a large governmental agency; at least eighteen months must have been in an administrative, managerial or executive capacity, or in supervising security personnel; or
2. A high school diploma or its equivalent and six years of full-time, satisfactory experience in the creation, maintenance and enhancement of a comprehensive physical security program as described in "1" above; at least eighteen months must have been in an administrative, managerial or executive capacity, or in supervising security personnel as described in "1" above; or
3. Education and/or experience equivalent "1" or "2" above. However, all candidates must have the eighteen months experience in an administrative, managerial or executive capacity, or in supervising security personnel as described in question "1" above.
