Roles Summary
The Technical Advisor – Supply Chain Management is a results-oriented professional who provides strategic leadership and technical guidance to strengthen HIV/TB commodity logistics and supply chain systems across EGPAF-supported regions, districts, and sites. The position ensures uninterrupted availability of essential commodities, integrates supply chain perspectives into all project interventions, and advises EGPAF leadership on critical supply chain issues. The Advisor collaborates closely with the Ministry of Health, NASHCoP, NTLP, Medical Stores Department (MSD), R/CHMTs, and other partners to design solutions, improve systems, and support sustainable, country-led commodity management.
Essential Duties and Key Responsibilities
Provide technical leadership to strengthen commodity security for HIV, TB, and related products (ARVs, TB medicines, STI, Hepatitis, RTKs, CECAP, and Lab supplies) across all supported facilities.
Lead the design, rollout, and monitoring of Differentiated Service Delivery models, with a focus on Decentralized Drug Distribution (DDD) and Community Pharmacy ART refill initiatives.
Strengthen the eLMIS and the Pharmacy Module performance by supporting timely reporting, data quality, stock status analysis, and evidence-based decision-making at facility, council, and regional levels.
Work with R/CHMTs and facility teams on forecasting, quantification, inventory management, multi-month dispensing (MMD), and proactive redistribution to prevent stock-outs and expiries.
Collaborate with MSD, NASHCoP, NTLP, and supply chain partners to resolve last-mile delivery challenges, delayed shipments, and system bottlenecks.
Lead the design and delivery of capacity-building, mentorship, and on-the-job training for EGPAF staff, district health teams, and facility- and community-based pharmacy personnel to strengthen supply chain capacity, practices, and performance.
Monitor stock levels, conduct root-cause analysis of shortages, and coordinate rapid response actions including redistribution, and emergency ordering.
Represent EGPAF in national and regional supply chain forums, technical working groups (TWGs), IMPACT team meetings, and partner coordination platforms.
Ensure supply chain requirements are integrated into HIV and TB service delivery, treatment continuity, and sustainability and transition efforts, in collaboration with R/CHMTs and local authorities.
Prepare high-quality quarterly, semi-annual, and annual narrative reports on supply chain performance, challenges, and mitigation actions for donors and project leadership.
Perform other relevant program duties as assigned by the supervisor.
Required Qualifications
Bachelor’s degree in Pharmacy, Supply Chain Management, Public Health, Logistics, or a related field. A postgraduate qualification in a relevant field is strongly preferred.
Minimum of 5–7 years of progressive experience in pharmaceutical supply chain management, preferably within HIV/TB programs in Tanzania or similar settings.
Demonstrated experience working with the Medical Stores Department (MSD), eLMIS, and national commodity logistics systems.
Solid understanding of OFA, NASHCoP guidelines, Differentiated Service Delivery (DSD), and Decentralized Drug Distribution (DDD) models.
Proven ability to provide technical assistance, mentorship, and capacity building to government counterparts and implementing partners.
Excellent analytical, report-writing, and presentation skills.
Fluency in English and Kiswahili (written and spoken).
Willingness to travel frequently to supported regions and districts.
Preferred Experience / Key Competencies
Hands-on experience supporting Community Pharmacy ART refill models or other last-mile distribution innovations.
Strong skills in data analysis, forecasting, quantification, and use of logistics management information systems.
Experience coordinating with multi-stakeholder platforms (MoH, PMO-RALG, MSD, R/CHMTs, development partners, and CSOs).
Ability to identify systemic supply chain bottlenecks and design practical, scalable solutions.
Excellent interpersonal, negotiation, and stakeholder management skills.
Results-oriented, proactive, and able to work independently with minimal supervision.
High level of integrity, professionalism, and commitment to equity and quality in service delivery.
