About the Company
We are owned by a Special Forces veteran and M&A professional, and a service-disabled veteran-owned small business (SDVOSB) serving federal customers across two complementary practice areas. The first is defense logistics and sustainment: provisioning and product support, configuration management, and integrated logistics support for Department of Defense engineering and sustainment organizations. The second is IT & engineering services, including AI, 24/7/365 service desk, network and NOC engineering, cybersecurity and SOC operations, unified communications, and network modernization for federal civilian customers.
This company fits into the larger platform under Thurion Capital, which is actively pursuing acquisitions in dual-use services and technology.
The Role
This is a critical role for a rapidly growing enterprise and you will be the dedicated business development hire for our existing platform and potentially lead the effort across multiple portfolio companies, reporting directly to the CEO. This is a full-lifecycle seat, not an overlay position. You will find the opportunities, qualify them, shape them before the RFP drops, build the teams, drive the capture, and carry proposals through submission with direct support from leadership and delivery staff. You will have real authority over bid decisions and real accountability for wins.
Our priority markets are the Department of Veterans Affairs, the federal judiciary, SOCOM and broader DoW sustainment commands, and DHS. The common thread is that we win through set-aside positioning, incumbency-adjacent teaming, and disciplined requirement shaping rather than through volume bidding.
What You Will Do
Build and own a qualified pipeline across our priority markets with clear PWin discipline and bid/no-bid recommendations to ownership.
Shape requirements before they are solicitations: write RFI and sources sought responses that move set-aside determinations, and build working relationships with small business offices, contracting officers, and program staff.
Develop and manage teaming: identify the right primes and small business partners, run SBLO outreach, negotiate workshare and teaming agreements, and evaluate joint venture structures where they fit.
Run capture on priority pursuits: call plans, win themes, competitor assessment, price-to-win input, and color team participation.
Lead or heavily support proposal development. You will write, not just manage. Sources sought responses, capability statements, white papers, and proposal sections are all part of the job.
Represent the company at industry days and in the associations where this market actually networks: AFCEA, NCMA, APMP, NVSBC, and agency small business events.
Maintain pipeline reporting and a working CRM so ownership always knows what is real, what is next, and what it costs to pursue.
What You Bring
ABSOLUTE MUST HAVES
Three or more years of federal business development and capture experience, with named, verifiable wins where you personally ran the full lifecycle at a small business. Candidates whose experience is limited to pipeline management inside a large prime will not be a fit unless you can bring us into that prime as a subcontractor within 6 months
An active network of prime contractor relationships and key contracting personnel that you can put to work in the first ninety days.
Hands-on experience with GSA Multiple Award Schedule ordering and eBuy, IDIQ and task order ecosystems, and subcontracting as a deliberate revenue lane.
Working command of small business set-aside mechanics: the Rule of Two, SDVOSB program rules, VA VetsFirst ordering preferences, and how sources sought responses drive set-aside determinations.
An active Secret clearance, or eligibility to obtain one promptly.
Fluency with federal market intelligence tools and disciplined CRM habits.
What Sets You Apart
Direct experience selling IT services into the Department of Veterans Affairs: TAC, SAC, or Network Contracting Office buying, and the T4NG2 prime ecosystem.
Experience with the federal judiciary, DHS, or Navy working capital fund activities.
Shipley training or APMP certification.
Military service. As an SDVOSB, we place real value on veterans who know this community from the inside.
Location, Travel, and Compensation
This is a remote position with a strong preference for candidates in the Tampa, Huntsville, or Washington, DC metro areas, where most of our customer and teaming relationships live. Expect limited travel, but regular visits to customer sites, industry events, and partner meetings. Compensation includes a competitive base salary and a meaningful win-based incentive plan tied directly to awarded revenue. Details are discussed in the first conversation.
