Position Summary
TLC Consulting Group is seeking Child, Family & Community Services Specialists at multiple experience levels for anticipated federal, state, local and prime-contractor projects.
Depending upon the specific assignment, specialists may support child and family services, early childhood/Head Start, child welfare, youth development, military family programs, workforce development, community-based services, training and technical assistance, program implementation, quality improvement, or related human-service initiatives.
These positions are contingent upon future contract/project awards and funding. This posting is intended to identify qualified professionals in advance of anticipated opportunities and does not represent a currently awarded position or guarantee employment.
Potential Responsibilities
Depending upon the project and assigned labor category, responsibilities may include:
Provide subject-matter expertise related to child, youth, family or community-serving systems.
Deliver training, technical assistance, coaching or implementation support to programs, grantees, staff or community partners.
Support program implementation, assessment, monitoring, compliance and continuous-quality-improvement activities.
Interpret policies, standards, regulations or program requirements and translate them into practical implementation strategies.
Develop training materials, technical-assistance resources, implementation tools, reports, presentations, guides and other project deliverables.
Support stakeholder engagement and collaboration among government agencies, community organizations, service providers and other partners.
Assist with project planning, performance monitoring, documentation, data-informed improvement and reporting.
Support workforce development, professional development, organizational change and capacity-building initiatives.
Participate in virtual or in-person meetings, trainings, site visits and other project activities as required by the assigned contract.
Qualifications
Qualifications will vary by project and labor category. TLC is interested in professionals with backgrounds in one or more of the following:
Child & family services • Child welfare • Early childhood/Head Start • Youth development • Family support • Military child/family programs • Human services • Workforce development • Training & technical assistance • Program/project management • Organizational effectiveness • Quality assurance/compliance • Research/evaluation • Community engagement
Relevant experience may include work within federal, state or local government; government contracting; nonprofit organizations; educational institutions; community-based organizations; or other publicly funded human-service systems.
Associate, bachelor's, master's, doctoral or other professional education may be appropriate depending upon the specific contract requirement and level of responsibility.
Preferred Qualifications
Candidates may be especially competitive if they have:
Experience supporting government-funded child, family, workforce or human-service programs.
Federal, state or local government experience.
Experience working for or with government contractors.
Demonstrated training, facilitation, technical-assistance or coaching experience.
Experience translating policy or regulatory requirements into operational practice.
Strong written and verbal communication skills.
Experience collaborating across agencies, disciplines and community systems.
Ability to work independently and as part of geographically dispersed project teams.
Specific projects may require additional education, professional credentials, background investigations, security requirements, travel or specialized subject-matter experience.
Work Location & Travel
Work arrangements will depend upon individual contract requirements and may include remote, hybrid or on-site assignments throughout the United States.
Some projects may require domestic travel.
Compensation
Compensation will be determined by the specific project and assigned role and will consider education, relevant experience, specialized expertise, responsibilities, work location, contract labor category and applicable client/contract requirements.
Final compensation and employment terms will be communicated before commitment to any specific project.
