JOB DESCRIPTION
1. Position Overview
Seeking a Cloud FinOps Specialist to provide critical financial governance for a multi-cloud environment across Google Cloud Platform (GCP) and Oracle Cloud Infrastructure (OCI). The role focuses on cost visibility, budgeting, forecasting, tagging governance, optimization, and financial accountability while operating within a highly regulated federal landscape.
2. Key Responsibilities
Establish and maintain financial governance frameworks for GCP and OCI, aligned with federal standards such as FedRAMP HIGH and NIST 800-53.
Partner with program leadership and engineering teams to provide financial transparency and accountability for cloud expenditures.
Maintain awareness of cloud spend trends, contract impacts, and budget burn-down.
Implement and manage real-time cost-tracking dashboards and generate actionable leadership reports on trends, deviations, and optimization opportunities.
Manage cloud budgets across GCP and OCI and configure, monitor, and refine cost alerts to detect anomalies and prevent overspend.
Identify cost-reduction opportunities through rightsizing, committed-use evaluations, and architectural refinements.
Recommend actions that maximize return on investment and reduce financial waste while maintaining compliance requirements.
Define and enforce tagging standards for accurate cost allocation, forecasting, and reporting, and work with engineering and operations teams to improve tagging accuracy.
Track, budget, and forecast multi-cloud spending; develop unit economics and cost-efficiency KPIs; and bridge engineering, finance, and procurement.
3. Required Qualifications
Bachelor's degree in computer science, engineering, accounting/finance, information systems, or a technical discipline; 10 years of additional work experience may be considered in lieu of a degree.
5-7 years of experience in cloud financial management, FinOps, or cloud operations.
Minimum 3 years of experience leading technical teams to achieve objectives.
Experience developing and implementing technical standards for cloud environments.
Proven ability to recommend technology strategies and provide technical direction.
Hands-on experience with GCP and OCI cost-management tools and billing structures.
Experience implementing cost dashboards using native GCP/OCI or third-party tools.
Strong data-analysis skills to interpret cloud cost trends and recommend actions.
Deep familiarity with cloud tagging, consumption-based billing, multi-cloud governance, and workload-level cost implications.
Direct experience with regulated environments such as FedRAMP HIGH and NIST 800-53.
Excellent collaboration and communication skills for cross-team coordination.
Able to obtain Public Trust.
4. Preferred Qualifications
FinOps Certified Practitioner or similar credential.
Relevant cloud certifications in GCP, OCI, AWS, or Azure.
Prior government or regulated enterprise experience.
Familiarity with cross-cloud security and governance frameworks.
Active Public Trust (High-Risk) clearance.
Experience creating, testing, and maintaining virtual machine images.
Experience creating technical documentation and how-to guides.
5. Technical Requirements & Tool Proficiency
GCP: query billing schemas and build Looker dashboards; manage cost allocation using GCP resource hierarchy; manage Committed Use Discounts (CUDs); optimize BigQuery, Storage, and Compute costs.
OCI: enforce cost boundaries using Compartments and Tags; optimize Universal Credits and Annual Commitments; use Bring Your Own License (BYOL); manage Exadata and Autonomous Database costs; use OCI Cost Analysis dashboards and billing APIs.
Tools: BigQuery, Looker Studio, OCI Cost Analysis, OCI Budgets, Cloudability or Apptio, and Kubecost for Kubernetes environments.
