Executive Vice President of Project Management
Position overview
The Executive Vice President of Project Management is responsible for the company's overall project management system, project portfolio, major strategic projects and project execution capability building.
This position ensures that the company's strategic projects are completed in accordance with established time, cost, quality and business goals by establishing an enterprise-level project governance system, optimizing resource allocation, supervising major project delivery, managing project risks and budgets, and promoting cross-department collaboration.
Main responsibilities
1. Enterprise-level project management strategy
Develop the company's overall project management strategy and long-term project execution framework.
Ensure project management systems are aligned with company strategic goals.
Establish unified project management standards, processes, methods and governance mechanisms.
Promote the implementation of project management capabilities in various business departments and regional organizations.
2. Project Portfolio Management
Responsible for the planning and management of the company's overall project portfolio.
Evaluate projects to initiate, suspend, adjust, or terminate based on strategic priorities.
Oversee the overall progress of multiple large-scale projects and strategic projects.
Optimize allocation of resources, budgets and priorities across projects.
3. Execution of major projects
Oversee the execution of the company's key strategic projects and large, complex projects.
Ensure projects are delivered according to plan, budget, quality standards and business objectives.
Establish a project milestone and key deliverables management mechanism.
Manage and escalate major project delays, budget overruns and implementation issues.
4. Project governance system
Establish an enterprise-level project governance framework and decision-making mechanism.
Develop project approval, phase review, risk escalation and project closure processes.
Establish a project management office (PMO) and related governance mechanisms.
Report portfolio performance regularly to the CEO, Board of Directors or senior management team.
5. Project budget and resource management
Oversee project budget development, cost control and financial execution.
Coordinate resources such as personnel, funding, technology and equipment according to project priorities.
Analyze project ROI and resource usage efficiency.
Handle major project resource conflicts and formulate optimization plans.
6. Project risk management
Establish an enterprise-level project risk identification and monitoring mechanism.
Oversee project scope, cost, schedule, technical and operational risks.
Develop risk mitigation and contingency plans for major projects.
Conduct regular reviews and management escalations on high-risk projects.
7. Cross-department collaboration
Coordinate with Product, Engineering, Technology, Finance, Operations, Sales, Marketing, Procurement and Legal departments.
Establish cross-functional project teams and collaboration mechanisms.
Resolve organizational and resource issues affecting project delivery.
Ensure project execution is coordinated with company business operations.
8. Project delivery and quality management
Establish project delivery standards and quality control systems.
Oversee key project milestones, deliverables and acceptance processes.
Promote continuous project improvement and delivery efficiency improvement.
Analyze the reasons for project failure or delay and develop improvement measures.
9. Project Management Team Leader
Lead the enterprise project management department, PMO and project management team.
Establish a talent pipeline of project managers and project management leaders.
Develop team performance metrics, training and career development systems.
Improve the overall project management maturity of the organization.
10. Project digitization and process optimization
Promote the construction of project management tools, data platforms and project analysis systems.
Establish a visual management system for project progress, costs, resources and risks.
Promote the standardization and automation of project management processes.
Use data analytics to improve project forecasting and decision-making.
11. Senior management and strategic communication
Provide project portfolio analysis to CEO, Board of Directors and senior management.
Report on project progress, budget, risks, resources and key issues.
Provide project management advice on major investments, business transformation and strategic projects.
Participate in the company's long-term strategic planning and major business decisions.
Job requirements
Bachelor degree or above in project management, business management, engineering, finance, information technology or related majors.
Demonstrated experience in large enterprise project management, project portfolio management or project management leadership.
Experience managing complex, multi-departmental or cross-regional projects.
Familiar with project governance, budget management, risk management and resource allocation.
Have strong strategic planning and project execution capabilities.
Possess excellent leadership, communication and cross-department coordination skills.
Ability to manage multiple strategic and high-priority projects simultaneously.
PMP, PgMP, PRINCE2 or related professional certifications may be considered a plus.
An MBA or relevant senior management qualification may be considered a plus.
