(CSA) Senior Cost Manager - Commercial Fit-Out

We are seeking an experienced Senior Cost Manager to provide commercial leadership across the full project lifecycle, from feasibility and cost planning through procurement, construction, and project close-out.
The successful candidate will act as a trusted advisor to clients, delivering strategic cost management, procurement expertise, commercial governance, and financial oversight to ensure projects are successfully delivered within approved budgets and commercial objectives. This role requires strong client-facing capabilities, leadership experience, and the ability to manage multidisciplinary teams across complex construction projects.
Key Responsibilities
Cost Management & Commercial Strategy
Lead the delivery of cost management services throughout all project phases, from project inception to completion.
Develop and manage feasibility estimates, cost plans, project budgets, benchmarking studies, and financial forecasts.
Provide strategic advice on procurement strategies, commercial approaches, project risks, and value optimization initiatives.
Drive value engineering exercises and identify opportunities to improve project value while maintaining quality and performance objectives.
Establish and implement cost control frameworks, reporting structures, and commercial governance processes.
Procurement & Contract Management
Lead procurement activities including tender preparation, bid evaluation, negotiations, and contract recommendations.
Provide commercial and contractual guidance throughout project delivery.
Oversee contract administration activities, change management processes, and commercial assessments.
Support the resolution of contractual matters, variations, and commercial risks as they arise.
Project Controls & Financial Management
Monitor project budgets, commitments, expenditures, and forecasts to ensure financial objectives are achieved.
Prepare and review cost reports, cash flow forecasts, and commercial performance updates.
Manage change control processes, cost variations, and final account settlements.
Identify commercial risks and opportunities, implementing mitigation plans where required.
Ensure projects are delivered within approved budgets and established governance frameworks.
Client & Stakeholder Management
Serve as the primary commercial point of contact for clients and key stakeholders.
Build and maintain strong relationships with clients, consultants, contractors, and project teams.
Lead cost reviews, commercial discussions, workshops, and project governance meetings.
Deliver clear and actionable commercial advice to support client decision-making and project success.
Maintain high levels of client satisfaction through proactive communication and service excellence.
Team Leadership & Development
Lead, mentor, and support Cost Managers, Quantity Surveyors, and project teams.
Manage resources and workload allocation across multiple projects.
Support team development through coaching, knowledge sharing, and performance management.
Foster a collaborative, high-performing culture focused on quality, accountability, and continuous improvement.
Contribute to recruitment and team growth initiatives where required.
Bachelor's Degree in Quantity Surveying, Cost Management, Construction Management, Civil Engineering, Architecture, Building Services Engineering, or a related discipline.
Professional accreditation such as MRICS, RICS, AIQS, CIQS, or equivalent professional membership is highly preferred.
Strong understanding of cost management principles, procurement methodologies, contract administration, and commercial management practices.
Minimum 8-15 years of experience in Quantity Surveying, Cost Management, Commercial Management, or Project Delivery.
Proven experience managing projects throughout the full project lifecycle, from feasibility and planning through construction and close-out.
