An exciting opportunity has arisen to join our dynamic Major Projects and Infrastructure Team at Hull City Council and train to become a key member of its Bridge Engineering Team.
We are seeking candidates with an existing civil engineering background and qualification(s), or a desire to train and learn to achieve the same, to join the Council’s Bridges Team and undertake a career graded trainee technician role.
The successful candidate would work under the direction of the team’s Bridge Engineers and specialist consultants to develop extensive experience in all forms of bridge maintenance, design and construction including:
• New footbridge and highways structures
• Inspections to local authority requirements
• Bridge assessments
• Remedial works, repairs and strengthening
• Monitoring work
• Historic bridge structures
• Rehabilitation and strengthening of masonry arches, parapets, bridges and tunnels
• Overall project and contract management of bridge schemes from inspection, through design on to site delivery.
Once qualified, considered suitability competent and experienced it is anticipated that the trainee will graduate to a full technician role within the team and continue to develop within that role to work to gain the competencies required to eventually apply to become a Bridge Engineer if desired.
The successful candidate will work closely with the Bridge Engineers, City Manager, Bridges, Head of Place and Highways Infrastructure, the Assistant Director of major Projects and Infrastructure and other professional staff across the Council to deliver a coherent and affordable rolling bridges capital programme that will facilitate asset improvement and support associated city-wide regeneration plans. They will also engage with a range of stakeholders, including residents, businesses and Portfolio Holders.

ROLE AND PURPOSE
To receive training and practical experience to achieve Bridge Technician status within the section. Form part of a flexible team assisting the investigation, development, design, and commissioning of high-quality civil engineering projects which contribute to the objectives of the City Council’s Community Strategy.
Assist Bridge Engineers in the provision of an effective service that will significantly support community sustainability through the delivery of efficient and well-co-ordinated services which impact upon the local physical environment.
Ensure that the Council’s bridge and highway structure assets are managed in an efficient and controlled manner, and that standards and design/quality criteria are met, the existing public highway or other City Council owned infrastructure is not compromised, and effective communication with consultants, contractors, users of the public highway and other key stakeholders (such as The Environment Agency, Network Rail, National Highways and Historic England) is maintained.
The postholder may be required to work outside normal working hours which may include during the night, weekends, and public holidays.
PRINCIPAL ACCOUNTABILITIES:
Grade 4
1.Statutory Obligations - Observes and interprets sections of the Design Manual for Roads and Bridges (DMRB) and other inter-related legislation, regulations and guidance related to the inspection, structural assessment, maintenance, repair, strengthening and refurbishment of bridges and highway structures.
2. Assist the Bridge Engineers to develop and execute high quality civil engineering projects which in turn will contribute to the objectives of the council’s Community Strategy and Local Transport Plan.
3. To take notes, update logs, produce and maintain accurate records of site visits, inspections, and directives communicating details of records taken to consultants, contractors and third parties such as, but not limited to, utility providers, abnormal load hauliers, National Highway’s, Environment Agency.
4.To accompany Bridge Engineers on bridge inspections and site visits as appropriate.
5. Work with current design and layout drawings, translate and interpret drawings to reconcile these with those used by consultants and contractors to ensure consistency and acceptability of approach.
6. Inform services within the Authority of construction, design or network management issues identified that may impact upon or disrupt road users. For example, the Highways Network Manager, the Highways client and the Flood Protection Team
7. Manage, forward plan, prioritise own workload and work flexibly to provide a responsive, helpful and professional service whilst maximising time spent on site.
8. Identify the need to convene and attend site and office based meetings between developers, third parties, consultants’ contractors and Council officers and provide regular reports on works forwarded to engineering staff.
9. Contribute to design guidance and practice.
10. Keep abreast of key developments and techniques in the field of the asset management of bridges and highway structures and civil engineering.
11. Understanding of core bridge asset management activities such as inspection and assessment, bridge repair and strengthening techniques.
12. Work alongside framework consultants on Council projects and other ad-hoc development opportunities.
13. The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health & safety and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.
14. To work with the Sports Ground Safety officer and their assistant to gain an understanding of Safety at Sports Grounds Legislation and Guidance.
Grade 6, all of the above plus:
14. Undertake inspections of bridges and highways structures, recording condition data and any defects on the BridgeStation asset management system.
15. Instigate and organise intrusive and non-intrusive testing of materials and workmanship during and after construction and, where necessary, direct remedial action.
16. Liaise with Bridge Engineers, consultants, and others to challenge, negotiate and agree site driven design and construction amendments and ensure that these are documented and recorded.
17. Understand and contribute towards the processes involved in the development and phasing of bridge schemes.
18. Check design, final working and “as-completed” drawings against specifications prior to and post implementation to ensure compliance.
19. To have a working understanding of the notification requirements for the movement of Abnormal Indivisible Loads and manage the checking of abnormal load notifications.
20. Measure completed work for payments purposes where possible, jointly with the contractor’s representative.
21. Understand and contribute to the implementation of Safety at Sports Grounds Legislation and Guidance.
Grade 8, all of the above plus:
22. Agree joint quality control and oversee and/or direct the improvement and construction of existing bridges and highways structures from design to completion and handover. Ensure compliance with current design specifications and standards, health and safety and ensure the completion certificate is provided by contractors.
23. To provide a professional site supervision and inspection service incorporating project management principles for bridge related projects.
24. Contribute to the completion of the bridge and highway structure inspection regime and identify defects. Thereafter instigate, negotiate, agree, and monitor any remedial works.
25. To ensure compliance with contract procedures, bridge codes, guidance and laws.
26. To work as an Assistant Sports Ground Safety Officer, carrying out day to day activities on behalf of the Sports Ground Safety Officer.
