This position is currently employed by CATS, a department of the City of Charlotte. With the passage of the PAVE Act and last year’s sales tax referendum, CATS is preparing to transition from a City department to the newly created Metropolitan Public Transit Authority (MPTA). The MPTA was established to strengthen regional transit governance, improve accountability, and support long‑term investment in mobility. It’s an important and exciting step forward for transit in our region.
Employees hired into this role will remain City employees through December 31, 2026, and will transition to MPTA employment on January 1, 2027. Benefits and compensation will follow City provisions through 2026 and shift to MPTA provisions in 2027, with clear information shared in advance. Your core duties, reporting structure, and daily responsibilities will remain consistent, with no break in service. If anything delays the transition, your City employment, including compensation and benefits, will remain in place until the move to the MPTA occurs.

SUMMARY
The Asset Management Analyst performs professional analytical work in support of CATS’ Transit Asset Management (TAM) program. The position is responsible for collecting, validating, analyzing, and reporting asset-related data that informs lifecycle planning, State of Good Repair performance, condition assessment activities, and capital investment decision-making. Working under general supervision, the role applies established analytical methods, reporting practices, and data governance standards to support a reliable and decision-supportive asset management program.
This position serves as a key analytical resource within the TAM function. Work includes developing dashboards, condition and age profiles, lifecycle and performance summaries, reliability metrics, and other recurring and ad hoc analyses related to fleet, facilities, infrastructure, systems, and equipment. The role works closely with maintenance, facilities, operations, finance, planning, procurement, and other stakeholders to validate asset data, review condition and inspection results, reconcile records across systems, identify performance trends, and support renewal and replacement prioritization.
The Asset Management Analyst helps strengthen CATS’ asset stewardship by improving the quality and usability of asset data, supporting stronger lifecycle and performance analysis, reinforcing consistent reporting and documentation practices, and helping ensure TAM activities are informed by reliable information and practical operational context.
Duties and Responsabilities

Asset Data Analysis and Lifecycle Support
Analyzes asset condition, age, performance, utilization, and risk data to support lifecycle planning, renewal timing, and investment prioritization for assigned asset classes or program areas.
Develops profiles, trend analyses, and summary information related to asset age, condition, replacement backlog, useful life benchmarks, and other lifecycle indicators.
Supports analysis used to evaluate State of Good Repair status, asset criticality, and capital reinvestment needs.
Assists in documenting lifecycle assumptions, replacement logic, and analytical methods used to support TAM decision-making.
Performance Monitoring and Reliability Analysis
Monitors and analyzes asset performance indicators such as failure trends, reliability measures, inspection results, repair history, warranty recovery information, and related operational or maintenance data.
Helps identify recurring issues, deterioration patterns, emerging risks, and opportunities for reliability improvement or better investment timing.
Supports development of asset performance dashboards, KPI summaries, and exception reporting for management review.
Assists in translating technical findings into practical observations that support maintenance, planning, and asset management action.
TAM Reporting and Regulatory Support
Prepares recurring and ad hoc reports, dashboards, board materials, and supporting analyses related to the TAM program, asset performance, and State of Good Repair measures.
Assists in preparing FTA TAM reports, annual updates, executive briefings, oversight materials, and other documentation required for internal and external use.
Organizes analytical outputs and supporting records in a manner that is clear, traceable, and aligned with TAM program requirements.
Supports reporting cycles tied to compliance, capital planning, performance management, and oversight review needs.
Compiles and validates asset inventory, condition, and performance data required for the annual National Transit Database (NTD) reporting, and assists in preparing related submissions and supporting documentation.
Data Quality, Validation, and System Reconciliation
Conducts data validation and quality checks on asset records, inspection results, maintenance history, and related information maintained in CMMS, EAM, financial, and other systems.
Reconciles records across systems and departments and identifies inconsistencies, missing information, classification issues, or documentation gaps requiring correction or follow-up.
Helps maintain datasets used to support TAM reporting, lifecycle analysis, and performance monitoring.
Supports stronger asset data governance by promoting consistency in data definitions, structures, update practices, and reporting logic.
Condition Assessment and Capital Planning Support
Assists with condition assessment programs by reviewing field inspection results, compiling condition data, supporting quality checks, and organizing information for analysis and reporting.
Supports multi-year capital prioritization reviews by assembling and analyzing data related to asset condition, useful life, risk, reliability, and replacement need.
Helps document cost, lifecycle, and performance assumptions used in renewal planning and capital development.
Coordinates with TAM staff and internal partners to ensure analytical outputs support practical and defensible asset investment decisions.
Process Documentation and Continuous Improvement
Documents analytical methods, business processes, data workflows, and reporting practices used in support of the TAM program.
Recommends improvements to dashboards, data structures, validation methods, templates, and analytical tools based on recurring issues and observed needs.
Supports development of more consistent and efficient approaches to TAM data analysis and reporting.
Participates in continuous improvement efforts related to asset information quality, reporting usefulness, and lifecycle decision support.
Cross-Functional Coordination
Works with maintenance, facilities, operations, finance, planning, procurement, development, and technology staff to gather data, validate information, and support aligned asset management reporting and analysis.
Responds to data and reporting requests from internal stakeholders and supports shared understanding of asset information and TAM outputs.
Communicates findings, discrepancies, and follow-up needs clearly and professionally.
