Job Summary:
Intermediate level clerical and technical work to support the Special Magistrate and Code Enforcement Boards. Position report to an assigned manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Leadership

Management
• Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities
• Follows suggested procedures to assure the highest standards of risk management, employee safety and risk avoidance
Technical
• Maintains the code violations database
• Researches and tracks legal orders and lien and assessment responses
• Code Board and Special Magistrate duties include:
◦ prepares meeting agendas, and assembles and coordinates distribution of meeting agenda packets
◦ attends meetings and responsible for recording all motions, votes, and actions
◦ prepares minutes of each meeting and maintains official records of meetings
◦ records orders and liens with the Clerk of the Court
◦ reviews memos for information and accuracy
• Administers oaths, accepts affidavits, and maintains official records as required; posts public notices as required
• Obtains signatures for required agenda items
• Prepares the legal statutory documents
• Prepares and transmits correspondence related to code violations and hearing notifications
• Compiles statistical data to create various forms, graphs, charts, spreadsheets, and reports to be utilized departmentally and by local or federal government agencies
• Greets the public both in person and by phone, screens and directs visitors, answers questions, takes complaints, facilitates payments, and explains departmental rules and regulations
• Screens and refers office calls to proper person or department and assists other City employees with information requests
• Performs property and lien assessment searches for title agencies
• Researches previous documents related to internal and external requests
• Assists management with administrative duties related to Community Standards projects and mission
• Assists Code Officers with administrative portions of code cases
• May assist Community Development Department with other administrative duties as needed

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS
Education and Experience:
• High School diploma or general education diploma (GED) supplemented by coursework in business administration, public administration or directly related field and three (3) years of full-time experience in specified discipline or an equivalent combination of training and experience
• Florida Association of Code Enforcement Certification preferred
• Valid Driver's License
Knowledge, Skills, and Abilities:
• Strong analytical skills and communication skills
• Thorough knowledge of professional office practices and procedures
• Considerable knowledge of business English, spelling, and math
• Knowledge of rules and procedures of Board meetings, records management, and legal requirements
• Ability to independently complete work assignments following departmental policies
• Ability to establish and maintain effective working relationships with employees and the public
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment: 100% inside a climate-controlled building.
Physical Requirements: The essential functions of the job require sitting approximately five (5) hours per day, standing approximately two (2) hours per day, and walking approximately one (1) hour per day. The job also requires frequent: fine manipulations, grasping, kneeling, and repetitive motion, and carrying objects weighing up to 15 pounds; occasional bending/stooping, climbing, pulling, pushing, reaching, lifting/carrying objects weighing up to 44 pounds. On rare occasions the work requires crawling and lifting objects weighing more than 45 pounds.
Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively in person and on the telephone. Seeing: Ability to see and read computer monitor screens and read fine print.
Technology: The work requires ability to operate telephones, smart phones, tablets, photocopiers, printers, desktop and/or laptop computers, calculators, and all associated software.
