Technology Engineer (1042) - SF Planning Department (CPC)

Position Description
Under the general direction of the Technology Solutions Manager, the Technology Engineer serves as a member of the Technology Solutions team responsible for designing, developing, testing, implementing, enhancing, and maintaining enterprise business applications that support the Department's operations and the Mayor's PermitSF initiatives. The incumbent develops web applications, Application Programming Interfaces (APIs), and system integrations using technologies such as .NET, C#, JavaScript, HTML, CSS, jQuery, and Bootstrap. This position also supports application modernization, cloud adoption, and enterprise application infrastructure while ensuring system reliability, data integrity, and the delivery of secure, scalable technology solutions.
MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

Design, develop, and maintain enterprise business applications that support the Department's operations and initiatives.
Develop web applications, APIs, and system integrations using modern application development technologies.
Analyze business and technical requirements, conduct feasibility studies, and recommend effective technology solutions.
Lead the migration, enhancement, integration, and modernization of enterprise applications to improve system performance, security, and reliability.
Troubleshoot and resolve complex application, database, API, and system integration issues.
Support cloud-based technologies and enterprise application infrastructure.
Prepare technical specifications, system documentation, and implementation procedures.
Evaluate emerging technologies and recommend innovative solutions to improve business processes and system performance.
Collaborate with internal departments, vendors, and stakeholders to deliver and support enterprise technology solutions.
Lead application development and implementation projects, including planning, testing, deployment, and production support.
Provide technical leadership, mentorship, guidance, and consultation to technical staff and business partners.
MINIMUM QUALIFICATIONS
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.
Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Experience: One (1) year of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of a system or platform.
Substitution: One year of additional experience as described above may be substituted for the required degree; or Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Three (3) years of experience analyzing, developing, enhancing, maintaining, and supporting enterprise applications and database systems.
Three (3) years of experience developing and supporting web-based applications using technologies such as .NET (C#), JavaScript, HTML, CSS, Java, PHP, or similar technologies.
One (1) year of experience writing SQL queries and working with relational databases.
Experience with object-oriented programming concepts and implementation.
Experience working with Oracle and Microsoft SQL Server databases.
Experience designing user interfaces for web applications.
