About the Role: The Assessment Development Manager (ADM) leads and manages a team of Assessment Development Specialists responsible for developing and maintaining certification, licensure, and K-12 assessment programs. In addition to providing leadership and oversight for team operations, the ADM directly supports assigned assessment programs and clients through assessment development activities, consultation, and program management. This role is responsible for developing team capability, managing workload and resources, ensuring quality and consistency of deliverables, and supporting the successful delivery of assessment programs. The ADM collaborates closely with psychometricians, subject matter experts, clients, and cross-functional teams to ensure assessments meet industry standards, psychometric requirements, and client expectations.
Responsibilities
Leadership & Team Management
Lead, coach, and mentor team members, supporting professional growth and development.
Oversee recruitment, onboarding, training, and performance management activities.
Establish performance expectations and provide ongoing feedback, coaching, and development opportunities.
Assign, prioritize, and monitor work across team members to ensure timely delivery of assessment development services.
Monitor team workload and capacity, balancing resources to meet project and client needs.
Foster a collaborative, accountable, and inclusive team environment.
Support employee development, knowledge sharing, and succession planning efforts.
Promote consistent application of assessment development standards, processes, and best practices across the team.
Assessment Development Operations & Collaboration
Provide oversight of assessment development activities, including blueprint development, item development and review, item banking, form assembly, test maintenance, and related assessment development processes.
Serve as a primary assessment development contact for assigned clients and programs, providing consultation and support throughout the assessment development lifecycle.
Ensure assessments align with approved specifications, psychometric requirements, industry standards, and client expectations.
Establish and monitor quality control measures to promote consistency, accuracy, validity, and fairness of assessment content.
Support the development, implementation, and improvement of assessment development processes, procedures, and best practices.
Collaborate with psychometrics, publishing, PMO, account management, and other stakeholders to support successful delivery of assessment programs.
Facilitate or support assessment development workshops and related activities, including item writing, item review, and form review meetings, as needed.
Communicate project status, risks, resource needs, and assessment development updates to leadership and stakeholders.
Support accreditation, compliance, and audit activities related to assessment programs.
Qualifications
Required Qualifications
Bachelor's degree in education, measurement, psychology, a related field, or an equivalent combination of education and experience.
Five or more years of experience in assessment development, certification/licensure, educational measurement, K-12 assessment, or a related field.
Demonstrated leadership, supervisory, or project leadership experience.
Knowledge of assessment development practices, psychometric principles, and industry standards.
Strong communication, organizational, problem-solving, and relationship management skills.
Preferred Qualifications
Experience leading remote or geographically distributed teams.
Experience supporting multiple assessment markets or audiences, such as certification, licensure, K-12, higher education, or workforce credentialing.
Familiarity with assessment technologies, item banking systems, test assembly tools, or test delivery platforms.
Exposure to multiple assessment models, including fixed-form, adaptive, LOFT, performance-based, or other assessment approaches.
Demonstrated success implementing process improvements, quality initiatives, or operational efficiencies.
Additional Information
Ability to work occasional evenings and weekends as needed.
Travel may be required (up to 20%).
