6331 Building Inspector - Department of Building Inspection, Plan Review (Temporary Exempt)

Under direction, performs plan review of building permit applications for the construction, alteration, and repair of buildings and structures, both public and private. Work involves reviewing plans, specifications, and supporting documents for compliance with San Francisco building code, housing code, and applicable laws and ordinances. Requires responsibility for explaining, interpreting, and enforcing code requirements; coordinating with property owners, contractors, designers, and other agencies; and preparing reports and correspondence related to plan review activities.
Major, Important, and Essential Duties
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.
Reviews architectural plans and specifications for proposed construction or alterations to ensure compliance with building codes, ordinances, and relevant regulations; identifies code deficiencies and resolves routine plan review issues, referring complex matters as needed.
Prepares detailed written review comments, technical reports, and progress updates; documents code compliance status; coordinates with applicants, contractors, engineers, and other agencies to facilitate timely permit processing and resolve plan review issues.
Evaluates building permit applications and plans for accuracy and completeness; provides code interpretation and guidance to applicants; estimates project scope for fee determination; assists owners and design professionals in understanding applicable code requirements; approves plans and applications when they meet all relevant codes and standards.
Reviews plans and documents submitted in response to enforcement actions, including non‑permitted work or violations; determines adequacy of proposed corrective actions; prepares violation notices and related documentation when necessary; may coordinate with inspection staff to ensure compliance upon plan approval.
Important and Essential Knowledge, Skills, and Abilities
Considerable knowledge of building design principles; construction methods and materials; applicable building, housing, health, and sanitation codes; and the laws and ordinances governing building construction.
Skill in reviewing and interpreting construction plans, blueprints, and specifications.
Ability to analyze building plans for code compliance; communicate effectively with property owners, contractors, design professionals, and agency representatives; enforce codes and regulations; and prepare clear, concise written reports and correspondence.
Minimum Qualifications: These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.
EDUCATION AND EXPERIENCE
Four (4) years of building construction work experience responsible for the supervision of building construction and/or inspection as a carpenter supervisor, or as a superintendent of building construction, or as a licensed building contractor with an annual gross contract value of $750,000 in business, or a civil engineer or an architect responsible for the supervision of building construction and/or inspection.
SUBSTITUTIONS
Possession of Commercial and Residential Building Inspector certificates issued by the International Code Council (ICC) may substitute for six (6) months of the required experience.
Possession of a Building Plans Examiner certificate issued by the International Code Council (ICC) may substitute for six (6) months of the required experience.
Completion of a Building Inspection certificate program from an accredited college or university may substitute for one (1) year of the required experience.
NOTE: Items 1, 2, and/or 3 above can be combined to substitute up to 2 years of experience.
LICENSE AND CERTIFICATION
Possession of a valid Class C California driver license.
Possession of the Commercial and Residential Building Inspector certifications or the Building Plans Examiner certification, issued by the International Code Council (ICC), is required within two (2) years of appointment. Inspectors must maintain the certification as a condition of continued employment.
