Job Description: About the Role
We are seeking a Director of Supply Planning for Assembly, Test and Materials to lead supply planning across our global semiconductor back-end manufacturing network.
This leader is responsible for developing and managing the executable supply plan across assembly, test, and associated materials. The role translates end to end supply requirements and business priorities into a capacity, material, qualification, and flow feasible plan for the Assembly and Test network.
The Director will lead a planning organization responsible for balancing manufacturing requirements across factories, anticipating constraints, developing recovery scenarios, and ensuring that capacity, materials, and manufacturing capabilities are synchronized to deliver committed supply.
This role requires a leader who can operate at both strategic and operational levels. It involves building planning capabilities and processes while also leading the organization through complex supply, capacity, and material constraints.
Key Responsibilities
Assembly and Test Supply Planning
Lead the development and execution of the supply plan across Assembly and Test manufacturing operations.
Translate end to end supply requirements into executable stage level plans that optimize manufacturing capacity, cycle time, yield, qualifications, product mix, routing, and other manufacturing constraints.
Own planning across the Assembly and Test network, including a worldwide network of internal manufacturing sites
Ensure that Assembly and Test plans remain synchronized across with upstream die availability, materials availability, and downstream finished goods requirements.
Materials Planning and Readiness
Lead materials planning and readiness in support of the Assembly and Test supply plan.
Translate manufacturing plans into requirements for materials such as substrates, lead frames, interposers, packaging components, and other critical materials.
Partner closely with the procurement team to identify material shortages and supply risks early, quantify their impact to manufacturing and supply commitments, integrate supplier commitments, and develop mitigation and recovery scenarios.
Constraint Management and Scenario Planning
Identify current and emerging capacity, material, and manufacturing constraints across the Assembly and Test network.
Lead scenario analysis to determine the impact of constraints and evaluate alternatives such as product reallocation, alternate manufacturing routes, capacity changes, material prioritization, and changes in production timing.
Drive recovery planning when execution deviates from plan, working with the factory to ensure actions are prioritized based on their impact to supply and customer commitments.
Stage Planning and Integration
Serve as the primary Assembly, Test and Materials planning interface with Central Supply Planning, manufacturing operations, Procurement, engineering, product organizations, and other supply chain functions.
Translate end to end requirements and priorities into feasible plans and provide timely feedback when Assembly, Test, or material constraints affect the end to end supply plan.
Drive synchronization of capacity and material constraints across multiple manufacturing stages to reduce unnecessary WIP, queue time, expedites, replanning, and other non value added flow.
Planning Execution and Performance
Establish and manage a disciplined planning cadence that connects long term capacity and materials planning with tactical supply planning and near term manufacturing execution.
Maintain clear accountability for planning performance and continuously improve the quality, stability, and executability of the supply plan.
Establish and manage key performance indicators including:
• Supply and commit performance
• Stage plan and schedule performance
• Material readiness and commit performance
• Inventory and WIP health
• Cycle time performance
• Plan stability and planning accuracy
• Constraint recovery
Use performance data to identify systemic planning gaps and drive corrective actions across planning, manufacturing, materials, and business processes.
Planning Systems and Capability Development
Drive continuous improvement of supply-planning processes, systems, data, and decision-making capabilities.
Ensure planning models accurately represent manufacturing capacity, product flows, BOMs, routings, yields, cycle times, lead times, qualifications, and material constraints.
Improve advanced planning capabilities, including constraint-based planning, scenario analysis, exception management, and planning automation.
Drive adoption and effective utilization of advanced planning platforms, including Blue Yonder or comparable supply planning solutions.
Develop a planning organization that increasingly manages by exception and scenario rather than through manual expediting and transactional intervention.
Leadership Responsibilities
Build, lead, and develop a high-performing team of Assembly, Test, and Materials supply-planning professionals.
Create clear accountability across stage planning, Central Supply Planning, manufacturing operations, and Procurement.
Develop planning talent capable of understanding both semiconductor manufacturing details and the broader supply chain implications of planning decisions.
Create a culture of fact based decision making, early risk identification, cross-functional problem solving, and accountability for results.
Communicate complex supply situations and tradeoffs clearly to senior executives and cross functional stakeholders.
Influence decisions across organizational boundaries where the Director may not have direct authority but is accountable for driving an executable supply outcome.
What Success Looks Like
Success in this role means that Assembly, Test, and Materials operate from a single, credible, executable supply plan.
Constraints are identified early enough to influence decisions. Material shortages are understood before they disrupt manufacturing. Capacity decisions are made based on end-to-end supply requirements rather than local utilization alone. Planning signals are stable and trusted by manufacturing operations.
Most importantly, the organization consistently converts Central Supply Planning requirements into executable manufacturing plans that deliver the intended supply while improving flow, inventory, cycle time, and overall planning effectiveness.
Qualifications:Minimum Qualifications
• Bachelor's degree in Supply Chain, Operations, Engineering, Industrial Engineering, Business, or a related discipline.
• 12+ years of experience in supply chain management or semiconductor engineering related field with a Bachelor's degree, 8+ years with a Master's degree, or 6+ years with a PhD.
• Demonstrated leadership experience managing complex supply-planning or manufacturing-planning organizations.
• Deep understanding of constrained manufacturing environments and the interaction between capacity, materials, product mix, cycle time, inventory, and customer requirements.
• Experience developing and executing supply plans across multiple manufacturing stages and locations.
• Strong analytical and scenario-planning capabilities with demonstrated ability to make decisions under complex supply constraints.
• Proven track record in leading diverse and global teams to achieve measurable outcomes.
• Demonstrated ability to lead across organizational boundaries and influence senior stakeholders.
Preferred Qualifications
• Advanced degree in Supply Chain, Operations, Engineering, Business, or a related field.
• Direct experience with semiconductor Assembly and Test manufacturing and planning.
• Experience with semiconductor packaging materials, substrates, and associated material-planning constraints.
• Experience with advanced planning systems such as Blue Yonder, SAP IBP, or comparable constraint-based planning platforms.
• Experience with multi-stage planning, capacity allocation, scenario planning, and optimization.
• Demonstrated experience transforming planning organizations from manual or reactive processes toward integrated, exception-based planning.
