Our programmes place girls' voices, safety, agency and lived realities at the centre of design and delivery.
Background
Girl Effect Kenya is implementing an integrated programme in Nakuru County to improve sexual and reproductive health (SRH) and maternal and child health (MCH) outcomes for adolescents and young people, with adolescent girls and young women (AGYW) aged 15 to 24 as the priority beneficiaries. The programme combines social and behaviour change communication, personalised digital decision support, community engagement, service navigation, referral, and follow-up support.
The programme will use an integrated, youth-centered multimedia ecosystem and digital platform to improve maternal and newborn health, as well as broader sexual and reproductive health outcomes. Key programme areas will include group antenatal care (G-ANC), contraception, including DMPA-SC and self-injection, heavy menstrual bleeding (HMB), sexually transmitted infections (STIs), and related health concerns. Community screenings and facilitated dialogue sessions will connect participants to adolescent-responsive services delivered by qualified public and private healthcare providers, community health promoters, and mobile outreach teams.
Implementation in Nakuru will require close coordination with the County Government, sub-county health management teams, health facilities, pharmacies, community health structures, implementing partners, community-based organisations, youth and community champions, and other relevant actors. Girl Effect therefore seeks a county-based consultant who will serve as its principal coordination and implementation focal point in Nakuru.
Objective of the Consultancy
The purpose of the consultancy is to provide sustained county-level leadership, coordination and operational oversight for Girl Effect’s SRH and MCH programmes in Nakuru County.
The consultant will act as Girl Effect’s eyes and boots on the ground, ensuring that county plans are translated into timely, safe and high-quality implementation; partners remain aligned; implementation risks and service-delivery bottlenecks are identified and addressed early; and accurate, timely implementation information reaches the wider Girl Effect team to inform decision-making.
The consultant will work closely with the Programme Managers, Programme Lead and Country Director, as well as other members of the Girl Effect Kenya team as required.
What You will do
The consultant will perform the following responsibilities in close collaboration with the Girl Effect Kenya team and designated county and implementation partners.
County planning and implementation coordination
Develop and maintain the county implementation plan, activity calendar and stakeholder engagement plan in line with the approved programme strategy, workplan and budget.
Coordinate the day-to-day delivery and logistical arrangements for all county activities with Girl Effect and implementing partners.
Convene regular partner check-ins, track agreed actions, dependencies and decisions, and follow through to completion.
Monitor county milestones and promptly escalate delays, implementation risks, quality concerns and decisions requiring Girl Effect’s input.
County government and stakeholder engagement
Serve as Girl Effect’s primary county liaison and maintain effective working relationships with relevant county and sub-county government departments, health teams and focal persons.
Coordinate county entry processes, approvals and meeting arrangements, ensuring programme activities align with county priorities, plans and reporting structures.
Represent Girl Effect at approved county forums and technical working groups, prepare the required meeting materials, document agreed actions and provide timely updates to the Girl Effect team.
Promote county ownership, programme integration and sustainability while avoiding unauthorised financial, contractual or policy commitments on behalf of Girl Effect.
Partner coordination and performance follow-up
Map and maintain an up-to-date directory of implementing partners, health and community actors, related programmes and referral resources in Nakuru County.
Coordinate collaboration among Girl Effect, county teams and implementing partners, ensuring clear roles, aligned activity schedules and effective information sharing.
Monitor partner performance through routine support visits, track delivery against agreed plans and standards, follow up on corrective actions and escalate persistent implementation or compliance issues.
Service mapping, referral and quality coordination
With guidance from county teams and partner organizations, identify, map, assess and periodically validate public and private referral sites, including health facilities, clinics and pharmacies providing adolescent-responsive SRH and MCH services, and maintain an up-to-date service directory.
Work with county teams and technical partners to verify provider readiness, including trained staff, service availability, commodities, accessibility and referral procedures.
Monitor referral pathways and barriers such as stock-outs, cost, stigma, confidentiality and poor client experience, and coordinate timely corrective action or alternative referrals.
Link community activities and participants to vetted providers, community health promoters and mobile outreach teams for appropriate services and follow-up.
Community engagement and field delivery
Support the recruitment, training, deployment and supervision of champions, facilitators, community health promoters and other field actors.
In collaboration with community health promoters and partner CBOs, coordinate the selection of safe, accessible community venues and mobilise AGYW, adolescents, young people, caregivers and other community stakeholders to participate in programme activities.
Ensure community screenings, dialogue sessions and outreach activities follow approved content, tools and referral protocols, while providing field teams with routine coaching and quality support.
Promote meaningful adolescent and youth participation, maintain complete activity records and feedback, and ensure participant insights inform programme adaptation.
Monitoring, evaluation, research and learning
Track agreed county indicators and maintain complete, accurate and timely records on programme activities, reach, referrals, service access, quality and partner performance.
Conduct routine data-quality checks, reconcile discrepancies, maintain supporting documentation and assist with approved data-verification exercises.
Gather and document participant and partner feedback, implementation insights, emerging trends and stories of change to inform programme learning and adaptation.
Safeguarding, accountability and reporting
Ensure all county activities comply with Girl Effect’s safeguarding, ethical and data-protection requirements, and promptly report concerns or serious incidents through approved channels.
Use programme resources responsibly and ensure activities and supporting documentation comply with approved plans, budgets and procedures.
Provide timely implementation updates and reports, maintaining accurate and organised records of county activities, stakeholder engagement, risks and agreed actions.
Monitor the county operating context and promptly escalate significant risks, delays, quality concerns or issues requiring Girl Effect’s attention.
Deliverables
County plans, activities and logistical arrangements are completed on time and in accordance with approved workplans, budgets, technical guidance and county protocols.
County government and stakeholder relationships are professionally managed, required approvals are secured, commitments are documented and agreed actions are followed through.
Partner roles and schedules remain aligned, performance is regularly monitored, and delivery gaps and corrective actions are identified, followed up and escalated when necessary.
Service directories and referral information remain accurate and current, provider readiness is regularly verified, and referral barriers are promptly addressed with the responsible partners.
Community activities are delivered safely and consistently using approved content, tools and referral protocols, with meaningful youth participation and appropriate support to field teams.
Programme data, records and reports are accurate, complete and timely; data-quality issues are resolved; and participant and partner feedback informs programme learning and adaptation.
