About The Role
Navstar is seeking a highly skilled HTML Developer to join our dynamic team supporting the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT). The ideal candidate will have extensive expertise in HTML, CSS, and JavaScript, and will play a key role in modernizing our electronic technical manual (ETM) systems. This position involves developing and implementing innovative HTML-based solutions to replace legacy XML/XSLT-based IETMs, ensuring seamless content transformation and presentation. The successful candidate will collaborate closely with subject matter experts and engineering teams to maintain the fidelity of technical data, support quality assurance, and participate in integration testing activities. This role offers an exciting opportunity to contribute to critical defense projects, working primarily in Newport, RI, with minimal travel requirements.
Qualifications
Bachelor of Science degree in Computer Science, Web Design, Web Development, Information Technology, or a related technical field from an accredited university. Advanced certifications and practical experience may substitute for formal education.
Minimum of 3 years of professional experience in developing content using HTML5, CSS3, and JavaScript (ES6+).
Strong familiarity with XML/XSLT, data transformation processes, and structured content workflows.
Deep understanding of modern browser limitations, security considerations, and best practices in web development.
Excellent problem-solving skills and the ability to work independently or collaboratively within a team environment.
Additional preferred qualifications include current security clearance eligibility, prior experience supporting NUWCDIVNPT or within the Undersea Warfare Electromagnetic System Department (Code 34), and experience developing DoD IETMs or other military technical documentation. Familiarity with the U.S. Navy’s Common Submarine Radio Room (CSRR) is also advantageous.
Responsibilities
Support and lead modernization efforts for existing Department of Defense (DoD) IETM systems by developing HTML-based solutions to enhance usability and maintainability.
Convert structured XML content into dynamic, responsive HTML, CSS, and JavaScript content, ensuring accuracy and fidelity of technical data.
Collaborate with subject matter experts and engineering teams to understand technical requirements and incorporate feedback into the development process.
Ensure that all web content complies with browser compatibility standards and security protocols.
Support quality assurance activities, including testing, debugging, and troubleshooting front-end implementations to ensure optimal performance.
Participate in project planning, documentation, and communication efforts to ensure timely delivery of solutions.
Maintain awareness of emerging web technologies and incorporate best practices into development workflows.
Work independently or as part of a multidisciplinary team to meet project objectives and deadlines.
