Lead Federal Project Manager - Federal Transformation Office (FTO)

Overview
The FTO connects teams across Oracle to improve how Federal Consulting delivers. The office removes barriers, connects expertise, and advances systemic solutions across four areas: delivery excellence, operational improvement, automation and time to value, and reporting and tooling.
As a Lead Federal Project Manager, you will independently lead multiple FTO initiatives end-to-end, from request intake and planning through implementation, adoption, and closure. You will translate broad priorities and recurring delivery challenges into actionable plans, coordinate accountable owners, and drive decisions across organizational boundaries. You will lead the assigned transformation projects and coordinate the changes needed to help those teams succeed.
This role requires an experienced project leader who understands Federal program environments, navigates ambiguity, and earns trust with senior leaders and working teams. You will partner with FTO functional leads, Oracle Health Government Services, Federal Consulting, and additional teams such as product, engineering, support, and hosting to advance Federal priorities.
Key Responsibilities
Lead multiple complex FTO projects across delivery, operations, technology, reporting, and transformation enablement, adapting your approach to each initiative while maintaining consistent project discipline.
Translate program priorities and stakeholder requests into clear problem statements, scope, deliverables, success measures, schedules, resource needs, and accountable owners. Manage dependencies and changes across concurrent initiatives.
Apply the FTO request management process: intake, triage, assign ownership, take action, and report back. Work with functional leads and governance partners to prioritize requests and maintain visibility through resolution.
Drive execution of project plans through cross-functional working sessions, milestone reviews, and action tracking. Identify blockers early, resolve issues with the appropriate owners, and escalate decisions with clear options and recommendations.
Maintain accurate project records in Jira and established FTO tools, including milestones, risks, issues, dependencies, decisions, and action owners. Provide a reliable view of progress and delivery health.
Prepare concise executive updates and materials for FTO governance forums and VA readouts through established stakeholder channels. Communicate results, near-term risks, and decisions needed, and close the feedback loop with requestors and impacted teams.

Coordinate initiatives such as staffing and demand visibility, financial forecasting and transparency, delivery risk resolution, workflow improvements, dashboards, and technology or AI-enabled efficiencies. Partner with technical owners on requirements, validation, and implementation.
Integrate applicable Federal contract, security, access, and compliance requirements into project plans, working with responsible experts to address constraints and readiness dependencies.
Partner with Communications, Transformation Enablement, and Federal Capability and Knowledge Leads on stakeholder engagement, readiness, training, and adoption. Confirm operational ownership and support before project closure.
Track outcomes against agreed success measures, validate results with stakeholders, and capture lessons learned. Mentor project managers and contribute reusable methods that strengthen FTO project delivery.
Basic Qualifications
8 or more years of experience in project management or program leadership, including leading complex initiatives supporting Federal programs.
Demonstrated success independently managing multiple projects with competing priorities, cross-functional dependencies, and senior stakeholder visibility.
Experience working within Federal program governance and coordinating contract, security, access, or compliance requirements with the appropriate functional experts.
Strong planning, risk management, problem-solving, and process improvement skills, with exceptional attention to detail and consistent follow-through.
Excellent written and verbal communication skills, including executive reporting, meeting facilitation, and the ability to influence stakeholders without direct authority.
Ability to use project data and performance measures to identify trends, recommend actions, and demonstrate results.
US citizenship with the ability to obtain a Federal security clearance.
Preferred Qualifications
Direct experience supporting Federal, particularly healthcare technology, electronic health record modernization, deployment, or operational improvement initiatives.
PMP or another advanced project management certification.
Experience in a transformation office, program management office, or large Federal healthcare program involving multiple delivery and technology organizations.
Experience with Jira, executive dashboards, and portfolio reporting; familiarity with Oracle APEX or similar workflow and reporting tools.
Experience leading initiatives involving resource capacity, financial forecasting, automation, technology implementation, or organizational change and adoption.

8-10 years of experience relevant to this position. Prior project team leadership or management experience. Demonstrated ability to follow solid project management principles. Comfortable working in a matrix management environment. Strong communication skills to deal with internal stakeholders, customers, and vendors. Product, technology or industry expertise relevant to the portfolio focus. Selling skills preferred. Undergraduate degree or equivalent experience. Ability to travel as needed.
