Job Summary:
The Intimate Partner Violence Prevention Coordinator is responsible for coordinating MONSE’s intimate partner violence prevention, intervention, and systems-response initiatives. The coordinator works across community-based organizations, City agencies, criminal justice partners, courts, and other stakeholders to strengthen survivor safety, improve offender accountability, increase access to services, and advance a coordinated community response to intimate partner violence.
The coordinator manages assigned programs and special initiatives, supports the development and implementation of policies and protocols, coordinates training and outreach, facilitates cross-system collaboration, and monitors program and system-level trends. The position also supports survivors navigating civil and criminal court processes, strengthens coordination with court personnel and justice-system partners, and identifies opportunities to improve court practices and outcomes for individuals impacted by intimate partner violence.
This position requires strong project management, communication, relationship-building, analytical, and problem-solving skills, as well as sound judgment and flexibility in a complex and fast-paced environment. The coordinator is expected to meet applicable local, state, and federal grant requirements and may perform additional duties across MONSE’s IPV and victim services programming, as assigned, to maintain continuity of operations and adequate coverage during peak programming, staff absences, special initiatives, or emerging priorities.
Essential Functions:
Program Coordination and Systems Response
Coordinate and implement IPV prevention programs, special projects, trainings, partnerships, and joint initiatives.
Serve as a central point of contact for assigned IPV initiatives and provide technical assistance to community partners, City agencies, and other stakeholders.
Coordinate the development and implementation of interagency and intradepartmental policies, protocols, strategies, and communications related to intimate partner violence.
Facilitate meetings, information sharing, data collection, process improvement, and other activities that strengthen Baltimore’s coordinated community response to IPV.
Identify gaps in policies, practices, services, and system responses and work collaboratively with partners to develop and implement improvements.
Support the implementation of evidence-informed and promising practices related to IPV prevention, survivor safety, service delivery, and offender accountability.
Survivor Support and Direct Service Coordination
Assist survivors with navigating civil protective order proceedings and other relevant court processes, as appropriate.
Provide court accompaniment and support to survivors during civil or criminal proceedings, as requested and within the scope of the position.
Connect survivors and families with legal advocacy, victim services, community resources, housing and other appropriate supports.
Community Engagement and Interagency Collaboration
Build and maintain cooperative relationships with City and State agencies, community-based organizations, victim service providers, criminal justice partners, civic organizations, and residents.
Conduct community outreach, education, and needs assessment activities related to intimate partner violence.
Support public awareness campaigns, training, presentations, and community education initiatives.
Monitor community and partner efforts to provide services to survivors and identify opportunities to strengthen service access and coordination.
Represent MONSE and provide staff support to relevant councils, committees, workgroups, and multidisciplinary teams.
Maintain current knowledge of IPV, crime victimization, victim services, relevant laws and policies, and emerging practices in violence prevention and intervention.
Data, Reporting and Grant Compliance
Track program activities, court-related information, performance measures, and project deliverables.
Prepare timely reports, summaries, presentations, and updates regarding program implementation, systems trends, identified gaps, and project outcomes.
Support data collection and analysis activities used to inform program planning, performance improvement, and systems change.
Provide appropriate program and performance information to MONSE leadership and data staff, as required.
Maintain confidentiality of survivor, program, and departmental information.
Ensure assigned activities comply with applicable local, state, and federal grant requirements.
Attend required meetings, training, workshops, conferences, and professional development activities.
Operational Support and Other Duties
Provide cross-functional support to IPV and victim services programming as needed to maintain continuity of operations.
Maintain sufficient familiarity with related IPV program functions to provide backup coverage during peak programming, staff absences, special initiatives, and other operational needs.
Support time-sensitive projects, training, outreach activities, events, or other priority functions as assigned.
Perform other duties as assigned consistent with MONSE’s mission and the operational needs of the IPV and victim services portfolio.
Minimum Qualifications:
Education: Bachelor’s degree in criminal justice, Sociology, Psychology, Human Services, Public Administration or related social or behavioral science and/or three to five years of related professional experience.
AND
Experience: Three or more years of relevant experience in intimate partner violence, victim services, criminal justice, court advocacy, violence prevention, human services, or a related field preferred.
Knowledge, Skills, & Abilities:
Knowledge of intimate partner violence, trauma, crime victimization, survivor-centered practice, and community-based victim services.
Knowledge of civil and criminal justice systems and laws and procedures affecting victims of intimate partner violence preferred.
Demonstrated ability to coordinate projects and work effectively with multidisciplinary partners.
Strong public speaking, meeting facilitation, training, written communication, and presentation skills.
Ability to analyze complex issues, identify gaps, and contribute to practical program and systems-level solutions.

Background Check
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.
Probation
All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
