Job Description
GEM is looking for a Senior Product Owner with deep expertise in HR and Payroll to lead the product direction of an HCM platform for one of our key clients. You will work closely with client leadership to shape the product roadmap and investment plan for the coming year, including the expansion of HR and Payroll solutions across ASEAN markets. This is a strategic role where you turn business goals into a clear product backlog and guide our delivery teams to bring real value to users.
Own the product vision, strategy, and roadmap for HR and Payroll products, making sure they align with the client’s business goals and annual investment plan;
Act as the main product counterpart for client stakeholders, building trusted relationships and shaping new initiatives that grow the partnership;
Lead product discovery for the ASEAN expansion, including market research, competitor analysis, and assessment of payroll, tax, social insurance, and labor regulations in each target country;
Define and localize core HR and Payroll capabilities such as employee records, time and attendance, leave management, payroll calculation, statutory deductions, payslips, and reporting across multiple countries and currencies;
Translate business needs into a well prioritized product backlog with clear epics, user stories, and acceptance criteria;
Work closely with Business Analysts, UX designers, engineers, and QA to plan releases, lead sprint ceremonies, and make timely decisions on scope and priorities;
Prepare business cases, product proposals, and roadmap presentations that support client budget planning and investment decisions;
Define product KPIs, monitor adoption and outcomes after each release, and use data and user feedback to drive continuous improvement;
Ensure products meet data privacy and compliance requirements in every market, such as Vietnam’s Personal Data Protection Law, Singapore PDPA, and Thailand PDPA;
Coach Business Analysts and junior Product Owners, and contribute to GEM’s product management practices and presales activities.
Required Skills And Experience
Bachelor’s degree in Information Systems, Business Administration, Human Resource Management, Finance, or a related field;
At least 7 years of experience in product management, product ownership, or business analysis, including a minimum of 3 years as a Product Owner or Product Manager;
Deep domain knowledge of HR and Payroll, with hands on experience delivering HRIS, HCM, or Payroll products, including payroll rules, personal income tax, social insurance, and labor law requirements;
Proven track record of taking products from concept to launch and continuing to grow them after go live;
Excellent verbal and written communication skills in English, with the confidence to present to senior client stakeholders and executives;
Strong stakeholder management and negotiation skills, with the ability to balance business value, budget, and delivery capacity;
Solid experience working in Agile/Scrum environments and a clear understanding of the software development lifecycle (SDLC);
Strong analytical thinking and the ability to use data to support product decisions;
Proactive, well organized, and comfortable taking ownership of outcomes while working directly with clients in a dynamic environment.
Preferred Skills
Japanese language skills (JLPT N2 or above) are a strong advantage;
Experience launching or localizing HR and Payroll products for multiple ASEAN countries, such as Vietnam, Singapore, Malaysia, Thailand, Indonesia, or the Philippines;
Familiarity with leading HCM platforms such as SAP SuccessFactors, Workday, or Oracle HCM, as well as regional payroll solutions;
Product management certifications such as CSPO, PSPO, SAFe POPM, or PMP;
Experience with tools such as JIRA, Confluence, Figma, and analytics platforms such as Power BI;
Understanding of AI use cases in HR, such as HR assistants, payroll anomaly detection, or workforce analytics.

Probation salary is 100% of official salary
