Operations Procurement Manager

Specific responsibilities and requirements included but not limited to:
Ø Commodity strategy and supplier development.
· Execute procurement policies & procedures, understand their interaction with other processes in the organization.
· Aligning with the stakeholders on general commodity demands, ig cost, quality, delivery, risk.
· Establishing commodity strategy and sourcing, evaluating, selecting suppliers accordingly, for example by
creating evaluation scorecards, bidding, negotiating contracts.
· Understands costing principles and able to develop and complete cost breakdown sheet, takes broad analytical perspective. Applies savings tracking and roadmap reconciliation
· Take initiative to deliver goals, proposals, market intelligence to internal end-users, utilize numbers & facts to help mutual understanding on problems and opportunities. Stand procurement ground and take initiative to drive end-users to collaborate.
Ø PR to PO operation
· Execute PR to PO process effectively & accurately with purchasing systems, Maximo, SharePoint etc.
· Negotiate, sign or renew, execute contracts promptly and effectively to cut off the risk to company.
· Documenting and managing the responsible files, certificates, RFx, confirmations, contracts etc in transparent and trackable way.
· Generalization and summarization of systemic working methods to promote efficiency, effectiveness, and standards.
Ø Project Management
· Initiating and prompt cross-functions/sites project to optimize supplier base & establish standard work for nominated commodities
Education & Experience:
· Bachelor's Degree is required. Engineering specialty preferred.
· English – Good at reading and writing, capable to communicate with overseas verbally.
· Great data analysis ability with excel. Practice with Power BI preferred.
· Good presentation skills with PPT.
· 10+ years working experience on Procurement including manufacturing environment.
· Practice on one or multiple commodities of MRO, Mechanical Engineering, IT.
· Experience on cross-functions communication & collaboration.
· Hands-on experience of cross-functional project management, able to lead and control the timeline and milestone of procurement activities.
· Practical experience on ERP system. On e-auction & others procurement tool preferred.
