The Product Lifecycle & Quality Lead serves as the functional design authority for Oracle Fusion Product Lifecycle Management (PLM) and Quality Management within an enterprise Oracle Fusion Cloud SCM transformation. This role owns the functional design and configuration of product master data, item governance, engineering change, product structures, configuration control, inspections, nonconformance, corrective action, supplier quality, and product traceability.
The role translates approved federal compliance, controlled-data, and export-control requirements into PLM and Quality processes and system controls. Working closely with Federal Compliance, Legal, Security, Export Compliance, Engineering, Manufacturing, Supply Chain, and IT teams, the Product Lifecycle & Quality Lead determines how these requirements affect items, BOMs, drawings, specifications, engineering changes, attachments, quality records, supplier collaboration, and product-data integrations.
This is a hands-on functional design and configuration role, not a compliance policy-authorship or security administration role. The Product Lifecycle & Quality Lead is accountable for how products and quality records are defined, governed, changed, released, inspected, and traced across their lifecycle.
Responsibilities Product Master Design & Governance
Lead configuration of item classes, product attributes, catalogs, numbering schemes, lifecycle phases, item statuses, and item organizations.
Define product master governance, including creation, enrichment, review, approval, release, change, and retirement processes.
Establish data-quality standards and approval workflows for items, product structures, specifications, attachments, and related master data.
Partner with Manufacturing, Planning, Procurement, Inventory, Order Management, and Finance functional leads to ensure product data supports end-to-end business processes.
Define how controlled technical attributes and information are stored and governed throughout the product lifecycle.
PLM System-of-Record Design
Define system-of-record responsibilities between Oracle Fusion and engineering PLM platforms such as Teamcenter, Windchill, or ENOVIA.
Determine where items, EBOMs, MBOMs, drawings, specifications, and engineering changes are authored, approved, maintained, and released.
Define integration and synchronization requirements across engineering PLM, Oracle Fusion Product Hub, Manufacturing, Planning, and Quality.
Lead fit-gap analysis when Oracle Fusion Product Development or Product Hub is proposed as the product system of record.
Identify engineering and configuration-management requirements that cannot be satisfied through Fusion configuration alone and recommend appropriate process or complementary-system solutions.
Engineering Change & Configuration Management
Design EBOM-to-MBOM transformation and engineering-to-manufacturing release processes.
Configure engineering change order types, workflows, approvals, effectivity controls, and implementation processes.
Define structure effectivity using date, serial, lot, and other applicable configuration criteria.
Establish as-designed, as-planned, and as-built product traceability across engineering, manufacturing, inventory, and quality processes.
Define exception processes for urgent engineering changes, deviations, temporary changes, and controlled product releases.
Quality Management & Traceability
Lead functional configuration of receiving, in-process, and final inspection plans, nonconformance, corrective action, and supplier quality processes.
Define quality specifications, sampling requirements, results collection, dispositions, approvals, and escalation workflows.
Establish lot and serial genealogy supporting product traceability, investigations, recalls, and audit requirements.
Define processes for managing supplier defects, supplier corrective actions, manufacturing quality issues, and customer quality events.
Support regulated manufacturing requirements, including AS9100, first article inspection under AS9102, counterfeit-parts prevention requirements, and applicable customer-specific quality obligations.
Determine which quality requirements can be supported within Oracle Fusion and which require complementary quality-management systems.
Controlled Technical Data & Global Access
Identify and classify controlled technical information contained in items, attributes, BOMs, drawings, specifications, engineering changes, attachments, inspection records, and nonconformance records.
Partner with Federal Compliance, Legal, Security, and Export Compliance teams to determine where controlled technical information enters, resides, moves, and exits PLM and Quality processes.
Map controlled information across engineering systems, Oracle Fusion modules, manufacturing sites, suppliers, reports, extracts, integrations, attachments, and third-party systems.
Identify points where technical information could become accessible to suppliers, foreign sites, non-U.S. persons, or external systems.
Define functional access requirements by item class, product, program, organization, lifecycle state, and attachment type for implementation by security and access teams.
Minimize unnecessary propagation of controlled technical data through integrations, reports, supplier collaboration, attachments, and downstream extracts.
Regulatory Traceability & Validation
Translate approved CUI, FCI, ITAR/EAR, DFARS, and applicable NIST SP 800-171 requirements into PLM and Quality functional controls.
Maintain traceability between controlled-data requirements and item, attachment, engineering-change, quality, and supplier-collaboration controls.
Define marking, retention, revision-control, approval, and audit-evidence requirements for controlled technical information.
Define Segregation of Duties requirements for product release, engineering-change approval, quality inspection, nonconformance disposition, and corrective-action closure.
Identify compliance requirements that cannot be addressed through Oracle Fusion configuration and require manual controls, organizational processes, or complementary systems.
Testing & Go-Live Readiness
Develop and execute functional test scenarios covering item governance, product release, engineering change, configuration traceability, inspection, nonconformance, corrective action, and supplier quality.
Validate business requirements for restricted and unrestricted access to items, structures, drawings, specifications, attachments, and quality records in partnership with security teams.
Support product-data conversion, BOM validation, engineering-change conversion, quality-record migration, integration testing, and user acceptance testing.
Own PLM and Quality design documentation, functional configuration traceability, and controlled-technical-data test evidence.
Support go-live readiness and functional sign-off for PLM and Quality.
Qualifications
Minimum Qualifications
Bachelor's degree in Engineering, Computer Science, Information Systems, Supply Chain Management, or a related field (or equivalent experience).
U.S. citizen and eligible to obtain a U.S. Government security clearance.
8+ years of experience implementing Oracle SCM, PLM, Product Hub, or Quality solutions, including at least two full-cycle Oracle Fusion implementations.
Hands-on experience with product master data, BOMs, engineering change, configuration management, and engineering-to-manufacturing processes.
Experience designing and implementing quality processes within ISO 9001, AS9100, or similarly regulated manufacturing environments.
Experience integrating Oracle Fusion with an engineering PLM platform such as Teamcenter, Windchill, or ENOVIA, including definition of system-of-record responsibilities.
Experience designing lot and serial traceability, inspection, nonconformance, corrective action, and/or supplier quality processes.
Working knowledge of role-based access control, Segregation of Duties, controlled technical data, and export-control access requirements.
Preferred Qualifications And Certifications Include
Experience with Oracle Fusion Product Development, Product Hub, Innovation Management, and/or Quality Management.
Experience working with Oracle Government Cloud or another FedRAMP-authorized environment.
Experience supporting the Defense Industrial Base, aerospace, defense, manufacturing, or other highly regulated environments.
Experience managing CUI, FCI, ITAR-controlled technical data, or other export-controlled engineering information within enterprise applications.
Familiarity with CMMC, DFARS, NIST SP 800-171, AS9100, AS9102, and counterfeit-parts prevention requirements.
Experience integrating suppliers, contract manufacturers, engineering sites, or quality-management platforms with Oracle Fusion.
Current Oracle certification in Fusion Product Lifecycle Management, Product Hub, Quality Management, or SCM Cloud, supported by demonstrated PLM and Quality implementation experience.
