Proposal/Project Summary
Tetra Tech is pursuing an anticipated assignment to conduct a Functional Review of key water sector institutions in the West Bank and Gaza. The review will focus principally on the Palestinian Water Authority (PWA), the Water Sector Regulatory Council (WSRC), and the National Water Company (NWC)/West Bank Water Department (WBWD), together with relevant interfaces involving local government, service providers, bulk water entities, regulatory and policy units, Regional Water Utilities (RWUs), and the governance of non-conventional water resources.
The assignment will assess formal mandates and actual practice across governance and organizational structures, human resources and capacity, core processes and workflows, financial management and sustainability, legal and regulatory arrangements, digital systems and information management, and performance management. It will identify overlaps, gaps, bottlenecks, and inefficiencies; assess progress against the 2014 Water Law and the 2021 Water Sector Reform Roadmap; and develop practical, prioritized, and sequenced recommendations with responsibilities, dependencies, resource implications, and SMART KPIs.
The assignment is anticipated to be completed within approximately four months. The solicitation identifies the National Coordinator / Analyst as a National role with an indicative level of effort of 3 person-months, which may be adjusted during inception in consultation with the Client.
Position Summary
The National Coordinator / Analyst will serve as the day-to-day coordination and analytical support resource in the West Bank, working closely with the Team Leader and the Palestinian Water Authority (PWA) focal point to support stakeholder engagement, document and data collection, interviews, workshops, and follow-up across the institutions participating in the Functional Review.
The role will help maintain an organized evidence base for the assignment, support review of Arabic-language materials and local institutional information, document consultations, track data gaps and action items, and provide timely local context and analytical support to the technical specialists and project deliverables.
Responsibilities
Serve as the day-to-day local coordination point for the assignment in close coordination with the Team Leader, PWA focal point, and Tetra Tech project management team.
Coordinate stakeholder outreach and scheduling for interviews, working sessions, biweekly progress meetings, and validation workshops with PWA, WSRC, NWC/WBWD, relevant ministries, service providers, local government representatives, and other stakeholders identified by the Client.
Support collection, organization, and tracking of documents and data required for the Functional Review and maintain stakeholder/contact lists, interview calendars, document and data request trackers, action logs, and records of outstanding information or data gaps.
Support desk research, data compilation, preliminary analysis, and organization of evidence for use by the Team Leader and technical specialists across the institutional, water-sector, financial, legal/regulatory, HR, and digital workstreams.
Support review of Arabic-language source materials and stakeholder consultations; prepare concise English-language summaries, interview notes, meeting minutes, workshop records, action items, and follow-up correspondence as needed.
Provide local institutional and operational context, help verify factual information concerning institutional roles and processes, and support comparison of formal mandates with actual practice.
Support preparation of status updates, presentations, workshop materials, and assignment deliverables, and coordinate local logistics while promptly flagging access constraints, stakeholder availability issues, data limitations, or other risks that may affect quality or timing.
Qualifications
Relevant university degree in public administration, public policy, water resources, engineering, economics, business administration, social sciences, or a related field preferred.
Demonstrated experience supporting research, data collection and analysis, stakeholder coordination, institutional assessments, functional reviews, or donor-funded advisory assignments.
Strong knowledge of the Palestinian institutional and operating context; familiarity with the water sector, public utilities, PWA, WSRC, NWC/WBWD, ministries, municipalities, or service providers is highly desirable.
Fluency in Arabic and strong working proficiency in English, with strong organizational, analytical, communication, documentation, and follow-up skills.
Experience with World Bank, USAID, or other international donor-funded projects in the West Bank or comparable settings is an advantage; ability to work regularly in the West Bank and support meetings and field coordination is required.
