Hands Up Communications provides professional interpretation services in American Sign Language (ASL) and spoken languages across [medical, legal, educational, business, and community settings]. Our interpreters make communication possible when it matters most, and we're committed to finding great interpreters and taking care of them once they join us.
Responsibilities:
Lead proposal development for federal interpreting and translation RFPs, RFQs, RFIs, sources sought notices, and task orders, including on-site, over-the-phone (OPI), video remote (VRI), ASL/CART, and document translation work.
Analyze solicitations (Sections C, L, and M) and build compliance matrices, annotated outlines, and proposal schedules.
Write technical and management volumes covering language coverage, linguist recruitment and vetting, credentialing, surge capacity, turnaround times, quality assurance (e.g., ISO 17100, TEP workflows), and security and confidentiality controls.
Turn operational detail into clear win themes, such as fill rates, response times, rare-language capability, and continuity of service.
Prepare past performance write-ups and key personnel résumés for project managers, language leads, and certified linguists.
Run color team reviews (Pink, Red, Gold) and final compliance checks.
Coordinate with pricing on labor categories, per-minute and per-word rates, and travel, and with teaming partners and subcontracted language providers.
Track language services opportunities on SAM.gov and agency forecasts, and support bid/no-bid decisions.
Maintain a content library of language lists, linguist qualifications, QA procedures, and past performance.
Debrief after awards and losses and apply lessons learned to future bids.
Required Qualifications
5+ years writing or managing federal government proposals, with at least 3 years focused on interpreting, translation, or language access services.
Proven win record: at least [X] federal language services awards won as lead writer or proposal manager, totaling $[X]M or more in contract value. Candidates should be ready to discuss specific wins, their role, and win rate.
Solid understanding of how language services are delivered and evaluated: interpreting modalities, translation workflows, linguist certification (court, medical, ATA, RID/NIC), and quality metrics. Familiarity with language access requirements such as Title VI and Executive Order 13166.
Experience with relevant contract vehicles, such as GSA MAS SIN 541930 (Translation and Interpretation Services) or agency language services IDIQs, plus working knowledge of the FAR, Shipley or APMP methods, and federal evaluation approaches (best value tradeoff, LPTA).
Excellent writing, editing, and organizational skills, with the ability to manage several proposals on tight deadlines.
Strong ethics and full compliance with the Procurement Integrity Act and organizational conflict of interest rules.
Bachelor's degree in English, communications, linguistics, business, or a related field, or equivalent experience.
Preferred Qualifications:
Established relationships across the language services and federal contracting communities: language service providers, teaming partners, linguist networks, small business liaisons, and agency OSDBU offices.
Strong market intelligence skills: tracking agency forecasts, budget documents, industry days, RFIs, recompete schedules, and tools such as GovWin, Bloomberg Government, or HigherGov.
Experience bidding to agencies that buy language services, such as [e.g., DOJ/EOIR, DHS/USCIS, ICE, CBP, State, DoD, VA, HHS, SSA, federal courts].
Active participation in industry associations such as ATA, ALC, NAJIT, APMP, or NCMA.
Bilingual or multilingual ability, or hands-on experience as a translator, interpreter, or language services project manager.
APMP Foundation or Practitioner certification.
Experience with small business set-asides (8(a), SDVOSB, WOSB, HUBZone).
Active security clearance, or experience bidding cleared linguist work.
