Job Summary
Reporting to the Manager, Technology Enablement Services Centre of Excellence, the Manager, Delivery Process Improvement is responsible for driving continuous improvement of processes, standards, templates, and tools across the Technology Enablement Services (TES) portfolio. Acting as a central point of contact and trusted advisor, this role provides guidance on the communication and implementation of process and tool changes. This position plays a key role in building organization capability and continually evolving standards, processes, templates, and tools to improve delivery efficiency. The Manager, Delivery Process Improvement also ensures a consistent approach to communications, change management strategies and plans, while providing guidance and oversight to support successful implementation and sustained adoption and adherence to process and tool changes across the TES organization.

In this role you will:
Maintain, advance, and evolve the Portfolio Delivery Group (PDG) methodology, products, process, tools, and templates (PDG).
Evolve and improve the repositories of tools and templates, which are tailored to the organization, ensuring that TES teams have the right materials easily available to apply TES processes, standards and ways of working.
Continually innovate to improve ways of working, managing change and communication across the organization.
Establish and continually improve TES CoE standards, processes, and tools.
Develop the approach to training across TES for teams implementing changes.
Ensure end-user perspectives and expectations are aligned within the TES processes, tools, and templates being designed and built with user-centered design in mind.
Develop communication and change management strategies and protocols across TES to a ensure consistent approach – in alignment with the corporate communications and change management functions.
Monitor the uptake of communications and change management approaches. Monitor adherence to PDG Methodology and recommends corrective actions (PDG).
Seek regular direct feedback from teams relating to TES CoE approaches and continually improve ways of working.
Advise on the approaches for proactive assessments to gauge the level of adoption of tools and processes
Assess capability gaps and identify new opportunities and methods to grow skills.
Advise on the approaches for the assessment of training needs when implementing change within TES teams.
Lead delivery of project and program management training and coaching to address identified capability gaps (PDG).
Provide proactive advisory to TES teams based on best practices and approaches, to improve use of tools, standards, and processes.
Provide coaching and mentoring to TES teams, influencing them to adopt best practice delivery management approaches, tools, and techniques
Work closely with TES teams to ensure that change is managed effectively.
Support TES teams to manage communications with stakeholders.
Design and evolve the TES change management toolkit.
Provide oversight of change management best practices into the creation of tools, templates, and guidance documentation.
What you bring:
Education:
An undergraduate degree or college diploma in a relevant field, or equivalent combination of education and experience.
Certified Project Manager or equivalent skills and experience.
Certified Change Manager or equivalent skills and experience.
Knowledge of NAV CANADA policies, processes, regulations, and systems.
Experience:
5+ years of experience in project management, product management, business analysis or governance.
Experience working with enterprise delivery methodologies.
Experience working with governance frameworks.
Experience with large-scale organizational communications and change efforts.
Demonstrated experience in leading without authority.
Skills and Knowledge:
Knowledge of project and program planning and delivery approaches.
Knowledge of project management methodologies (PDG Methodology is based on PMI).
Strong understanding and experience of a range of delivery management approaches, including waterfall, Lean-agile and hybrid agile best practices.
Knowledge and skill with product management practices (product strategy, requirement analysis, requirements elicitation, requirements management).
Knowledge of Governance frameworks and methodologies for technologies and working practices.
Demonstrated business and technical acumen.
Strong leadership skills with the ability to develop and communicate vision and inspire and motivate.
Experience coaching high performing delivery teams and successful project teams.
Strong verbal and written communication skills, including the ability to explain concepts to business leaders.
Strong influence skills – demonstrated ability to create followership and motivate.
Experience working in a matrixed organization.
Desire and ability to build strong, cohesive relationships at all levels of the organization; up, down, and across.
Strong organizational skill and ability to manage multiple conflicting priorities.
Adapts to changes in priorities with ease, comfortable working “in the grey” while defining the way forward.
Innovative and explorative, ready to explore the use of new and emerging tools and techniques to drive best practice delivery management.
Meticulous attention to detail, with the ability to understand, document and continually evolve processes.
Knowledge of Microsoft Suite including Excel, Word, PowerPoint, Teams, SharePoint, Power Apps and Power BI.
Knowledge of Clarity PPM tool, DevOps and similar tools is considered an asset.
Working Conditions:
This position is a hybrid position with a minimum 3 days per week on site.
