Program Manager
Job Description:
We are seeking a Program Manager to define, scope, and lead large, complex programs that deliver on Thomson Reuters' strategic objectives. You will oversee a portfolio of interconnected projects, and partner with senior leadership to ensure program outcomes drive measurable business value. This role is critical to establishing the governance, planning, and delivery frameworks that enable predictable, high-quality execution at scale.
Key Responsibilities:
Define and lead the program vision, roadmap, and governance framework for a portfolio of interconnected projects aligned to strategic business objectives
Lead a program team and building a high-performing team with at last 30-50 people) and fostering a culture of accountability, collaboration, and continuous improvement
Partner with C-level executives and steering committees on program vision, priorities, and board-level communication
Implement enterprise risk frameworks across the program; identify, assess, and mitigate strategic risks that could impact business outcomes
Manage program large budgets optimizing resource allocation across projects and controlling budget reserves
Establish multi-year program roadmaps, synchronize project interdependencies, and lead program increment planning using agile and waterfall methods
Define program-level OKRs and value metrics; measure business outcomes and benefits realization and deliver executive reporting
Lead organizational change programs, establishing change management frameworks and driving adoption of new tools and processes
Establish program governance and manage compliance across multiple regulatory domains
Oversee vendor governance and partnership strategy, managing complex multi-vendor ecosystems
Drive scope, schedule, budget, quality, and business value, leading the process for rapid major change and keeping stakeholders informed so plans can be adjusted
Provide thought leadership across the program, influencing sponsors to make timely decisions in response to external factors
Required Qualifications
8+ years of project/program management experience, with at least 3 years leading programs or multiple project teams
Proven track record delivering large, complex, high-visibility programs with significant business impact
Experience managing program budgets of $10M+ and optimizing resources across multiple projects
Demonstrated success leading and developing Project Managers and building high-performing teams
Strong executive stakeholder management, including steering committees and C-level communication
Expertise in agile, waterfall, and program increment planning methodologies
Experience establishing governance, risk management, and compliance frameworks
Excellent ability to communicate complex concepts and adapt style to changing circumstances
Preferred Qualifications
PMP, PgMP, SAFe, or equivalent certification
Experience managing multi-team and enterprise projects or programs
Experience leading organizational change and transformation initiatives
Strong knowledge of functional areas intersecting program management and awareness of industry trends

Thomson Reuters complies with local laws that require upfront disclosure of the expected pay range for a position. The base compensation range varies across locations.

For any eligible US locations, unless otherwise noted, the base compensation range for this role is $100,100 USD - $185,900 USD.
For Ontario, Canada, the base compensation range for this role is $108,000 CAD - $158,000 CAD.
