Location
The City and County of Denver supports a hybrid workplace model. This position occasionally works in the field, which can include inclement and/or extreme weather (both hot and cold). Employees work where needed, at a job site 3 days per week and off-site as needed. Employees must work within the state of Colorado on their off-site days. The office for this position is located at the Wellington E. Webb Municipal Building at 201 W. Colfax Ave., Denver, CO 80202.
What You’ll Do
Denver's Department of Public Health and Environment (DDPHE) is dedicated to advancing Denver's environmental and public health goals. DDPHE works collaboratively with city, state and community partners to conduct education, community engagement, and enforcement to promote healthy people, healthy pets, and a sustainable environment. DDPHE oversees a number of services related to public health and the environment and is comprised of seven divisions: Division of Shared Services and Business Operations; Community & Behavioral Health; Public Health Investigations; Denver Animal Protection; the Office of Medical Examiner; Emergency Management and Medical Operations; and Environmental Quality. The Environmental Quality (EQ) division within DDPHE has an opening for an Associate Environmental Public Health Analyst (Asbestos). This position is part of the Land Use and Planning section that manages the Asbestos, Lead-Based Paint, and Indoor Air Quality programmatic areas for internal city facilities.
Specifically, in this role, you will:
Primarily manage the City's liability from asbestos containing building materials and regulated asbestos contaminated soils and secondarily from other environmentally regulated building materials and hazards (lead-based paint, indoor air quality, fluorescent devices, etc.) to reduce the risk to human health, the environment, and the financial burden to the City and County of Denver (CCoD). Tasks may include:
Conduct or assist with building and property inspections including coordination with other City departments, environmental consultants, and abatement contractors.
Support aspects of inspection and abatement projects from preparing scopes of work documents to identifying oversight monitoring requirements, provide as needed building and property access and permissions, attend meetings and create progress reports, report and project close out review, evaluate cost proposals, and invoice approval and tracking.
Provide other City agencies and departments with environmental reports, summary information, and recommendations on building and property inspections.
Provide technical assistance to CCoD departments regarding State and Federal asbestos regulations. Provide required reporting to Local, State and Federal regulators for environmental compliance. Review 3rd party reports for regulatory compliance.
Provide strong oversight of consultants and contractors to control costs to the City and to protect human health and the environment.
Support records management and maintenance of large datasets. Update building inspection data through software platforms and perform Quality Assurance/Quality Control of environmental data.
Consistently document key project details, track response actions over time, and aide in the development and maintenance of large environmental datasets for city properties and sites.
Conduct field sampling and maintain chain of custody forms.
Maintain knowledge of CDPHE Regulation Number 8, Part B – Asbestos Control, CDPHE Regulation 19 – Lead-Based Paint, CDPHE Regulations Pertaining to Solid Waste Sites and Facilities - Management of Regulated Asbestos-Contaminated Soil, and applicable federal regulations or standards as they relate to asbestos, lead, and indoor air quality hazards.
Plans for and/or communicates environmental issues and the department's mission and goals with CCoD employees, consultants, and contractors.
Along with all department staff, this position will actively participate on an emergency preparedness and response team to support DDPHE’s responsibilities outlined in the City’s Emergency Operations Plan. This may require being ‘on-call’ from time to time to help respond to emergencies. Additional training commensurate with assigned duties will be provided.
Other duties as assigned.
At times this position is physically demanding, requiring intermittent periods of intense physical activity broken up by periods of driving or administrative work. Physical demands include bending, climbing, pulling, pushing, and sometimes awkward physical movements, and working in tight spaces. In addition, when working in the field, there can be extreme and inclement weather (both hot and cold).

Our ideal candidate has some or all the following experience, skills, and characteristics:
Bachelor’s degree in science field (Environmental Science, Geology, Engineering, or other related Physical Science)
1 - 5 years of experience in working with complex environmental issues and regulatory programs.
Experience with indoor air quality assessments and identifying potential mold hazards preferred
Experience with asbestos and lead based paint abatement, mitigation, and operation & maintenance activities preferred
Ability to manage large datasets, while maintaining integrity of information and data and meeting regulatory requirements
Strong organizational skills with the ability to manage multiple priorities, deadlines, and regulatory requirements.
Excellent communication skills, both written and verbal.
Current certification as a CDPHE Certified Asbestos Building Inspector or ability to become certified within 6 months preferred.
Required Minimum Qualifications
Education requirement: Bachelor's Degree in Public Health, Environmental Health, or in a related field based on a specific position.
Experience Requirement: One (1) year of professional experience conducting research and analysis on a variety of environmental or public health issues or conducting environmental or public health inspections and investigations to ensure compliance with regulations and standards.
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
License/Certifications: Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.
