BL Government Solutions is hiring for a remote, 1099, part time position
About the Role
BL Government Solutions helps small businesses and emerging technology companies win federal work. We’re adding a BD Specialist who knows the non-traditional side of government contracting: the fast-moving, innovation-driven channels outside the standard FAR-based RFP. You will help our clients find, shape and win SBIR/STTR awards, Other Transaction Agreements (OTAs), Commercial Solutions Openings (CSOs) and consortium-based opportunities. This role suits a motivated, organized and creative person who likes opening doors for technology that doesn’t fit the usual contracting mold.
Responsibilities
Identify and track non-traditional opportunities across DoD and civilian agencies: SBIR/STTR topics, CSOs, OTA prototype calls, broad agency announcements and innovation-office solicitations (such as DIU, AFWERX, SOFWERX, Army xTech and NavalX).
Build and maintain relationships with program managers, innovation offices, technical points of contact and contracting officers, and with prime and consortium leadership.
Qualify and position client technologies for the right vehicle: Phase I/II/III SBIR, OT prototype to production, or CSO pitch.
Research and recommend consortia (such as NSTXL, ATI, C5 and MTEC) and help clients evaluate membership and teaming strategy.
Support white papers, pitch decks, solution briefs and abstract submissions, working with technical SMEs and our proposal team.
Develop market strategies by researching lists of high-potential prospects, funding trends and agency priorities.
Maintain a disciplined pipeline in our BD tools (GovWin, HigherGov, SAM.gov, NextStage and CRM) with clear next steps and decision dates.
Keep clients informed through concise weekly updates and recommendations.
Qualifications
3+ years in federal business development, capture, sales or account management, with direct exposure to SBIR/STTR, OTAs, CSOs or consortium-based acquisitions.
Working knowledge of how non-traditional agreements differ from FAR-based contracts: speed, flexibility, IP and data rights, and cost and milestone structures.
Proven ability to build relationships with government stakeholders and tell a compelling technology story to non-technical audiences.
Excellent written and verbal communication skills, including concise white papers and capability briefs.
Strong organizational skills and comfort working independently in a fast-moving, small-team environment.
Preferred
A track record of SBIR/STTR, OTA or CSO awards, or support of winning pursuits.
Existing relationships in DoD innovation ecosystems or consortia.
Experience with dual-use, commercial or venture-backed technology companies.
Familiarity with GovWin, HigherGov, SAM.gov and Grants.gov.
