Manager, TB&T Physical Plant (Lincoln Tunnel)

About the Role
Under the supervision of the General Manager, Lincoln Tunnel, the Physical Plant Manager is an integral part of the Lincoln Tunnel management team. In the absence of the General Manager and Deputy General Manager, the Physical Plant Manager may be responsible for the operations of the facility. The Physical Plant Manager is fully responsible and accountable for managing all aspects of the performance of the Facility’s maintenance, structural integrity, environmental, hazardous waste management, sanitation, and construction programs at the Lincoln Tunnel and is responsible for driving the facility’s capital and operating Major Works Programs. The Physical Plant Manager directly supervises the Assistant Physical Plant Manager who assists with day-to-day management of the Maintenance Unit comprised of 92 positions.
Responsibilities
The Physical Plant Manager directs a wide variety of 24/7 activities including:
Administration of Maintenance labor agreements and participation in Maintenance grievance and disciplinary hearings;
Supervision of Maintenance staff; evaluating Maintenance systems data and related reports; reviewing and monitoring contracts;
Identifying facility improvements needs and directing infrastructure activities and capital projects with Asset Management and Engineering staff;
The preparation and management of the Physical Plant Unit’s budget ($26M in 2026) and managing the overtime hours included within the budget;
Overall maintenance of Facility assets, including continued development of the Facility’s Asset Component and Spare Parts (ACS) hierarchy and inventory.
Act as lead for the facility on all security initiatives.
The Port Authority recently transitioned from the planning/design phase to the construction phase of the Port Authority Bus Terminal Redevelopment Program (PABTR). This 10Billion dollar Program includes construction of a new main bus terminal, a separate bus storage and staging building, and new ramps that lead directly into and out of the Lincoln Tunnel. The PABTR construction site fully overlaps with the NY side of the Lincoln Tunnel property between 9th and 11th. The Physical Plant Manager is responsible for coordinating directly with the PABTR Infrastructure Manager and for maintaining the Lincoln Tunnel assets within the construction zone, which include the ramps that connect the Bus Terminal to the Lincoln Tunnel.
Minimum Qualifications
• Bachelor’s degree in Engineering or a related discipline from an accredited college or university.
• Must have at least 5 years of demonstrated management or supervisory experience in a maintenance or construction environment.
• Must possess a valid Driver’s License.
• Applicants must meet all performance and attendance standards and have completed all probationary periods.
Desired Qualifications
• Experience managing staff with diverse trade skills in a field environment, including demonstrated experience supervising professional maintenance staff, with a proven record of employing effective team building.
• Demonstrated experience analyzing and evaluating contract drawings, tenant alternations applications, and blueprints to identify associated impacts on the facility and recommend alternatives.
• Proven ability to work independently and prioritize assignments during emergency response situations, with the ability to respond to all facility emergencies.
