Lawrence Livermore National Laboratory is seeking a Purchasing Card Training and Communications Analyst to support the Laboratory’s Technical Release Representative (TRR) Program, which administers the Procurement Card Program. In this role, you will support TRRs, who serve as Procurement Card cardholders, along with Approving Officials, supervisors, and other stakeholders. You will administer training, communications, and customer support activities; maintain training records; develop learning materials; and provide guidance on Procurement Card policies, procedures, and systems.
This position is in the Procurement Department within the Business Directorate.
This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.
You will
Administer the Procurement Card Program’s training lifecycle, including new TRR training, Approving Official training, annual refresher training, registration, completion tracking, records maintenance, and follow-up on overdue requirements.
Coordinate onboarding for new program TRRs, including reviewing nomination paperwork, scheduling training, and coordinating with mentors to support on-the-job development.
Develop, update, and maintain training content and learning resources using established program requirements and instructional standards, including courses, presentations, videos, quick-reference guides, job aids, and online learning materials.
Deliver training, mentoring, coaching, and one-on-one instruction to program representatives, Approving Officials, supervisors, and other stakeholders.
Serve as a subject matter expert on Procurement Card Program training requirements, policies, procedures, credit card ordering and reconciliation processes, and the Laboratory’s procurement system.
Respond to training-related service requests and provide customer support and guidance to program participants and other stakeholders.
Coordinate program communications and outreach activities, including webinars, presentations, newsletters, stakeholder meetings, meeting materials, action-item tracking, meeting notes, and program overviews. Coordinate with policy owners and subject matter experts to communicate clarifications regarding procurement card policies, procedures, and controlled-item requirements.
Analyze data from ServiceNow inquiries, compliance and self-assessment reviews, customer feedback surveys, and other sources to identify trends, recurring issues, and training needs; recommend improvements for consideration by the TRR Program Manager and policy owners.
Collaborate on special projects and continuous-improvement initiatives, and provide backup support for TRR Program Office activities, including ServiceNow request processing.
Perform other duties as assigned.
Bachelor’s degree in Education, Training and Development, Business Administration, Procurement, Communications, or a related field, or equivalent education and relevant experience.
Experience developing, coordinating, delivering, or administering training programs, preferably in a procurement card, purchasing, financial operations, or regulated business environment.
Ability to interpret and explain policies, procedures, desk guides, and business processes to individuals with varying levels of experience.
Strong analytical and problem-solving skills, including the ability to analyze program data, identify trends and training needs, and recommend improvements.
Strong verbal and written communication skills, including experience developing training materials, presentations, job aids, and program communications.
Demonstrated organizational, administrative, customer service, and change-management skills, including the ability to coordinate multiple activities, meet established deadlines, learn new systems and processes, adapt and support others during change.
Experience using learning management systems, training registration tools, records-management systems, or similar enterprise applications.
Ability to work effectively both independently and collaboratively in a team environment.
Qualifications We Desire
Knowledge of or experience supporting a procurement card, purchasing card, Technical Release Representative, or similar delegated purchasing program.
Experience administering role-based, annual refresher, compliance, or onboarding training, including developing e-learning, videos, quick-reference guides, job aids, or other instructional materials.
