About the role
Description supplied by the original job listing.
[What the role is]
At the Civil Aviation Authority of Singapore (CAAS), our people play a vital role in shaping the future of Singapore’s aviation sector. We keep Singapore’s skies safe, connected and future-ready through innovation, operational excellence and strong engineering capabilities. The Next Generation Programme Office (NGPO) is looking for a motivated and capable systems engineer to join us in delivering complex, software-centric Next Generation Air Navigation Services (ANS) systems that support the future of air traffic management.
As part of NGPO, you will contribute to a nationally important programme that brings together people, technology and operational expertise to strengthen Singapore’s future air traffic management capabilities. In this role, you will work closely with system suppliers, industry partners and CAAS engineering teams to shape system requirements, architecture, interfaces and integration across mission-critical Air Navigation Services (ANS) systems. You will be involved across the full systems engineering lifecycle, from requirements and design assurance to integration, validation and transition to operational readiness.
[What you will be working on]
In-House Development Design and Technical Assurance
Lead and support engineering studies, design reviews and technical discussions for identified in-house developments
Ensure in-house development designs are aligned with the overall system architecture, design principles and operational intent to support coherent integration, maintainability and future scalability
Plan and support integration, verification and validation activities, including regression, interface, simulation and performance testing
Guide the use of test and measurement tools to assess performance, loading, response time, reliability and interface assurance
Prepare technical assessments, recommendations and decision papers for stakeholders and senior management
Technical Assurance of Supplier Solutions
Bridge supplier design expertise with CAAS objectives to ensure system readiness, performance and compliance
Participate in design reviews and manage requirements, architecture and interface designs aligned with operational needs, compliance requirements and design principles
Conduct independent assessments of software, hardware and network designs against operational, safety, cybersecurity and delivery considerations
Serve as the primary technical lead to keep system architecture, interfaces and behaviours aligned with approved requirements, design intent, system performance, resilience, maintainability and future scalability
Identify technical, integration and design risks early, propose mitigations and track closure across suppliers and project teams
Maintain traceability, configuration control, change management and discrepancy closure across design, testing and acceptance
Develop test strategies, plans and acceptance criteria, and oversee system, subsystem and software testing
[What we are looking for]
Trained in Engineering, Computing, Information Technology, Computer Science or a related field
Postgraduate qualification in Systems Engineering would be advantageous
At least 8 years of systems engineering experience in large-scale, software-centric real-time, safety-critical or mission-critical systems, preferably in aviation or Air Traffic Management
Strong understanding of systems engineering lifecycle processes, including requirements definition, architecture development, interface management, integration, verification, validation, transition and operational support
Familiarity with systems engineering standards or frameworks such as ISO/IEC/IEEE 15288
Practical experience in site integration, deployment, test setup, commissioning, operational transition, test planning, validation, defect management and acceptance evidence preparation
Knowledge of Java, C++, Ada, Python, GitLab, Jenkins, Argo CD, Polarion, Jira, DOORS, Jama, MBSE tools or equivalent platforms would be advantageous
Experience in Agile, DevSecOps and cross-functional engineering delivery environments
Knowledge of ATM domain standards such as ICAO or Eurocontrol would be advantageous
Able to work effectively with multi-disciplinary teams, suppliers and partners across locations, with strong ownership, interpersonal, facilitation and stakeholder-management skills
Able to communicate complex engineering issues clearly to technical and non-technical stakeholders
Able to travel for overseas training, meetings and work assignments, if required
Your appointment designation will be commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on permanent tenure or subsequent contract renewal.
