Regional Outcomes Specialist - Texas Panhandle
Location: Field-based within the Texas Panhandle region. Candidate must live in the Texas Panhandle. Regular in-person travel to a small cluster of partner shelters is required.
Salary: Paid bi-weekly based on annual salary of $59,000
Position Type: Full-time, fixed-term contract position. Initial 8-month term, with the possibility of renewal based on program needs and performance.
Some of the biggest lifesaving gains happen when the right person shows up in the right place, for as long as it takes. This is a new, hands-on role created to do exactly that: work side by side with a small cluster of priority shelters in the Texas Panhandle to move more animals to positive outcomes and build systems that keep saving lives long after the pilot wraps.
Position Summary: The Regional Outcomes Specialist is a Texas Panhandle-based role dedicated to accelerating lifesaving outcomes across a small cluster of small intake shelters in the Texas Panhandle. The specialist will help shelters work through operational barriers, grow transfer and adoption pathways, and strengthen community partnerships. Working closely with Best Friends' regional team, the specialist will also help build sustainable support systems that shelters can carry forward on their own once the program concludes. The primary objective of this role is to help assigned shelters achieve and sustain a 90%+ save rate through direct operational support, community capacity building, and implementation of proven lifesaving strategies. This position reports to the Senior Strategist for the South Central region and partners closely with shelter leadership across the pilot cluster.
Essential Duties and Responsibilities
Transfer and Outcomes Strategy
Identify animals needing placement support and troubleshoot outcome barriers and implement strategies that increase lifesaving outcomes and progress shelters toward a 90% save rate. Develop and maintain transfer partnerships and coordinate transport opportunities.
Match animals with rescue, foster, and adoption pathways to keep them moving toward positive outcomes.
Community Capacity Building
Recruit and cultivate local rescue partners and grow foster networks across the shelter cluster.
Build relationships with veterinarians, local businesses, volunteers, and community leaders who can support lifesaving work.
Shelter Support (in partnership with the Regional Strategist)
Assist shelter leadership with outcome planning meetings and the development of strategic action plans designed to achieve and sustain a 90% save rate.
Provide coaching around return to home, adoption, transfer, foster programs, and intake management programs.
Monitor progress toward conversion goals and adjust strategies as needed to address barriers to lifesaving.
Facilitate collaboration and shared learning between neighboring shelters in the cluster.
Sustainability Planning (in partnership with the Regional Strategist)
Create written processes and partner networks, supported by the regional team, that shelters can sustain a 90% save rate independently.
Develop local champions and volunteer leaders and reduce shelter reliance on the specialist over time.
Help establish long-term community ownership of lifesaving programs.
Skills and Experience
3+ years of experience in animal sheltering, rescue, or a related lifesaving role, with working knowledge of return-to-home, transfer, adoption, and foster strategies that increase live outcomes.
Demonstrated ability to build trust and drive change with shelter staff, leadership, and community partners, including in under-resourced or change-resistant environments.
Experience developing or supporting foster and rescue networks; comfortable recruiting and coaching volunteers and community partners.
Strong relationship-building skills and the diplomacy of working across shelter staff, local officials, veterinarians, and community stakeholders.
Comfortable using shelter data to identify outcome gaps and track progress toward lifesaving goals.
Self-directed and resourceful, with the ability to manage priorities across multiple shelters without close daily oversight.
Strong written and verbal communication skills.
Proficiency with Microsoft Office products; familiarity with shelter software or animal management systems, or willingness to learn.
Bilingual or multilingual skills are a plus.
Physical Requirements
Comfortable working in a shelter environment with cats and dogs of varying temperaments and medical status, including organizations currently facing shelter killing.
Ability to routinely lift 40 pounds and perform physical tasks such as bending, reaching, and standing for extended periods.
Extended periods of working on a computer, with repetitive typing and data entry.
Ability to work in a variety of weather conditions, indoors and outdoors.
Must have a valid driver's license for at least 3 years, the ability to qualify for Best Friends insurance, and the ability to travel and/or drive on behalf of Best Friends, including occasional overnight travel.
Regional travel across the Texas Panhandle shelter cluster required.
Flexible schedules may include occasional evening or weekend work based on shelter and community needs.
