The Greater Nashville Regional Council (GNRC) is seeking an experienced professional to help support the implementation of roadway, transit, and other types of transportation projects being funded through the region's Transportation Improvement Program. GNRC serves as professional staff to the Nashville Area Metropolitan Planning Organization (MPO) and is a formal partner in planning activities conducted by the TN Department of Transportation and neighboring MPOs and Rural Planning Organizations. This position is housed within GNRC's Department of Transportation and Infrastructure.
Key Functions:
Assist with the development of the federally-required documents including the Transportation Improvement Program (TIP) and Regional Transportation Plan (RTP);
Monitor and track the progress of TIP/RTP projects and troubleshoot delays encountered in the project development process, recommending course corrections as necessary;
Provide guidance and/or coordinate with planning and engineering firms and implementing agencies in project level planning studies and engineering analysis;
Assist with the maintenance of the TIP database at www.gnrc.org/tip to ensure its accuracy, currency, and compliance with federal programming requirements;
Build and strengthen partnerships with planning partners, implementing agencies, and regulatory agencies including, but not limited to, municipal and county governments, transit agencies, the TN Department of Transportation, Federal Highway Administration, and Federal Transit Administration;
Provide relevant information and resources with a high level of customer service to a variety of stakeholders including elected officials, public agencies, business groups, universities and research institutions, community-based non-profit organizations, and advocates;
Monitor and disseminate the latest information related to state and federal laws, regulations, proposed rulemaking, and legislation that could impact the transportation project delivery process;
Participate in industry associations and continuing education opportunities to remain current on emerging and best practices related transportation project delivery; and
Lead special projects as assigned by the Director of Transportation and Infrastructure.
Qualifications: The candidate must have experience in transportation planning, project development, or project implementation within a state DOT, regional planning organization, transit agency, or local government setting. Experience with the development or delivery of federally funded transportation improvement in Tennessee is preferred. A master’s degree in public policy, engineering, community and regional planning, or a related field is required, along with at least two years of professional experience. A bachelor’s degree and four years of relevant experience may be substituted for the master’s degree. Foreign degrees and credentials will be considered.
Compensation: The starting pay rate will be subject to experience and qualifications. GNRC offers a fully paid pension through the Tennessee Consolidated Retirement System (no employee payroll deduction) and provides an optional a dollar for dollar match to a 401k, up to 3% of gross salary. GNRC pays the full cost of short- and long-term disability insurance coverage and a majority of the cost of health insurance. Inquire for more information about benefits.
Remote Work Policy: While GNRC provides flexibility for remote/hybrid working conditions, this is not a remote position. The selected candidate will be expected to work from the GNRC office with regularity.
Travel Expectations: This position will require regular travel throughout the Middle Tennessee area. A valid driver’s license and access to personal transportation is required.
About GNRC: The Greater Nashville Regional Council was established by the TN General Assembly as an association of local governments empowered to convene local and state leaders for the purposes of planning and programming state and federal investments into a range of social services and public infrastructure. GNRC serves as the region’s federally-recognized Area Agency on Aging and Disability (AAAD), Economic Development District (EDD) and administers the Metropolitan Planning Organization (MPO) on behalf of the Nashville Area MPO Transportation Policy Board .
