The Senior Bridge Engineer is responsible for leading the review and resolution of complex structural engineering issues, evaluating bridge design and construction documents, providing technical direction to project teams, and ensuring that construction activities comply with contract requirements, applicable design standards, and regulatory requirements.
This position serves as a senior technical resource and liaison among design consultants, construction management, contractors, engineers, regulatory agencies, and project stakeholders to support the safe, efficient, and successful delivery of complex bridge infrastructure.
Responsibilities
Provide senior-level engineering oversight for the design, construction, inspection, testing, and acceptance of bridges, guideways, retaining structures, culverts, foundations, and other transportation-related structural systems
Lead the technical review of bridge design plans, specifications, structural calculations, shop drawings, working drawings, Requests for Information (RFIs), submittals, construction work plans, and design modifications for compliance with contract requirements and applicable engineering standards
Perform and/or oversee complex structural engineering analyses involving reinforced concrete, prestressed and post-tensioned concrete, structural steel, foundations, seismic systems, bearings, expansion joints, and other bridge components
Provide technical direction and engineering recommendations for complex field conditions, constructability issues, design discrepancies, non-conforming work, and proposed design changes
Evaluate contractor proposals, value engineering proposals, change requests, design revisions, and field modifications, including assessment of technical feasibility, structural adequacy, constructability, cost, schedule, and risk
Coordinate with Engineers of Record, design consultants, Resident Engineers, Construction Managers, inspectors, specialty consultants, contractors, and other technical disciplines to resolve complex structural and construction issues
Lead or participate in constructability reviews, design reviews, interdisciplinary coordination meetings, risk assessments, value engineering workshops, and technical working groups
Review and provide technical oversight of structural concrete placement, reinforcing steel, post-tensioning, structural steel fabrication and erection, bearings, expansion joints, falsework, shoring, temporary works, erection engineering, and construction staging
Review and evaluate temporary works and construction engineering to verify that proposed construction methods maintain structural stability, public safety, worker safety, and compliance with approved project requirements
Perform independent engineering evaluations and calculations to support field decisions related to structural integrity, construction sequencing, temporary conditions, design deviations, and changes to approved construction methods
Provide senior technical guidance to engineers and construction personnel and mentor less-experienced staff in bridge engineering, construction practices, technical documentation, and engineering problem-solving
Review inspection reports, material testing results, non-conformance reports (NCRs), corrective action plans, quality records, and other construction documentation to ensure timely and technically appropriate resolution of quality issues
Support evaluation and resolution of construction claims, disputes, differing site conditions, and change orders by providing technical analyses, engineering documentation, and recommendations
Monitor construction activities and provide engineering support to verify compliance with approved plans, specifications, quality assurance requirements, safety requirements, and applicable railroad and transportation standards
Assist with development and review of technical memoranda, engineering reports, design review comments, field recommendations, engineering determinations, and final acceptance documentation
Support project risk management by identifying structural, design, construction, and interface risks and recommending appropriate mitigation measures
Coordinate with regulatory agencies and stakeholders, as applicable, on structural engineering, design compliance, construction, and safety matters
Support compliance with Federal Railroad Administration (FRA), California Public Utilities Commission (CPUC), California Department of Transportation (Caltrans), applicable environmental requirements, and Authority safety and quality requirements
Perform other senior-level bridge engineering duties as assigned in support of the project and overall transportation infrastructure program
Bachelor's degree in Civil Engineering, Structural Engineering, or a closely related engineering discipline and a minimum of eight (15) years of progressively responsible bridge, structural, transportation, or construction engineering experience; or, in lieu of a degree, eighteen (18) years of progressively responsible bridge or structural engineering experience
